{"id":32755,"date":"2023-08-20T08:39:44","date_gmt":"2023-08-20T08:39:44","guid":{"rendered":"https:\/\/www.africa-press.net\/lesotho\/all-news\/africa-can-studying-chinas-first-sez-give-insight-into-the-continents-economic-recovery"},"modified":"2023-08-20T09:24:10","modified_gmt":"2023-08-20T09:24:10","slug":"africa-can-studying-chinas-first-sez-give-insight-into-the-continents-economic-recovery","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/lesotho\/all-news\/africa-can-studying-chinas-first-sez-give-insight-into-the-continents-economic-recovery","title":{"rendered":"Africa: Can studying China\u2019s first SEZ give insight into the continent\u2019s economic recovery?"},"content":{"rendered":"<p><b>By Grace Yuehan Wang<\/b><\/p>\n<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Lesotho. <\/strong><\/span>Makhtar Sop Diop, a Senegalese economist, and politician who has been serving as the Managing Director of the International Finance Corporation since 2021 wrote that Africa\u2019s future never looked brighter and more prosperous during his term as the World Bank\u2019s vice president for Africa from 2012 through 2018.<\/p>\n<p>Unfortunately, Covid-19 seems to erase decades of economic and social progress in Africa overnight. \u201cBuilding infrastructure, lifting up small businesses, nurturing people \u2013 these are the investments that pay off for generations to come\u201d, he wrote in his Brookings Institution\u2019s article.<\/p>\n<p>Speaking of infrastructure, business, and investment, Special Economic Zones (SEZs) are considered one approach to achieving developmental goals, especially in developing countries.<\/p>\n<p>In fact, there are around 5,400 SEZs, more than 1,000 of which were established in the last five years. According to UNCTAD 2019: \u201cSpecial Economic Zones are widely used across most developing and many developed economies. SEZs go by many different names (including free zones, export processing zones, and industrial parks), and come in many varieties. \u201d<\/p>\n<p>They are defined as geographically delimited areas within which governments facilitate industrial activity through fiscal and regulatory incentives and infrastructure support with the aim to boost investment, export, and job growth.<\/p>\n<p>Notable SEZ projects in Africa include Mauritius and some partial initial successful projects in Kenya, Madagascar, and Lesotho. However, most of the SEZ projects in Africa fail to attract significant investment, create job opportunities, and promote export, not to mention facilitate industrial structural transformation.<\/p>\n<p>Is there a recipe for creating successful SEZs in developing countries to facilitate development and innovation? Existing work on African SEZs concludes that the failure of SEZ projects is due to insufficient strategic planning, poor choice of location, insufficient investment in infrastructure, and lack of political stability.<\/p>\n<p><a name=\"alert\"><\/a>Asian countries with successful SEZ experiences such as China have been providing African nations with technical expertise and financial support for SEZ development in Africa.<\/p>\n<p>For instance, China\u2019s overseas \u201cEconomic and Trade Co-operation Zones\u201d are being developed in Ethiopia, Mauritius, Nigeria, and Zambia. Some private Chinese developers are active in countries like Tanzania, Nigeria, and Sierra Leone.<\/p>\n<p>My six-year longitudinal research on how China\u2019s first SEZ, Shenzhen, has evolved into a global technological innovation hub has shown the significant role of \u201cShenzhen local government officials\u201d in the city\u2019s success as an SEZ and a global tech centre.<\/p>\n<p>Shenzhen was officially designated as China\u2019s first SEZ in the August of 1980. Shandong (\u6c55\u5934), Zhuhai (\u73e0\u6d77) in Guangdong, and Xiamen (\u53a6\u95e8) in Fujian province were named the first batch of SEZs in China since the Open and Reform Policy in the late 70s.<\/p>\n<p>Conventional wisdom largely contributes to Shenzhen\u2019s developmental success to its locational proximity to Hong Kong. However, if that is the case, why doesn\u2019t Hong Kong develop into a global tech hub?<\/p>\n<p>I argue that local government officials acted as \u201cbureaucratic entrepreneurs\u201d at the beginning stage of the Shenzhen SEZ which was a key contributor to the \u201cShenzhen Miracle.<br \/>\nFor instance, the first high-tech fair was held in Shenzhen in 1999 instead of in Beijing thanks to the Shenzhen local government\u2019s constant lobbying of the Beijing central government.<\/p>\n<p>The local government utilised the international event to publicise this SEZ\u2019s plan and ambition to develop in the \u201celectronics-focused and innovation-oriented\u201d direction.<\/p>\n<p>Shenzhen\u2019s bureaucratic entrepreneurs served as matchmakers to provide small business owners and private enterprises with platforms and access to reach out to international investors. A remarkable example that benefited from the first high-tech fair was Tencent, China\u2019s Internet giant headquartered in Shenzhen.<\/p>\n<p>In an in-person interview with Tencent\u2019s Founder, Ma Huateng, and the company\u2019s key management on 2 August 2019, Mr Ma shared with me and my research team that the \u201chigh-tech fair in 1999 helped make Shenzhen known to the outside world as a city developing in the technology direction.<\/p>\n<p>Tencent searched for funding opportunities at the first high-tech fair and attracted the interest of IDG Ventures China and PCCW. \u201d Shenzhen\u2019s developmental success as China\u2019s first SEZ demonstrates one SEZ success ingredient: Shenzhen local government officials were seen as that city\u2019s entrepreneurial pioneers.<\/p>\n<p>The spirit of \u201ccross the river while feeling the stone (\u6478\u7740\u77f3\u5934\u8fc7\u6cb3)\u201d and \u201cno matter whether it is a black cat or a white cat if it can catch a mouse, it is a good cat (\u4e0d\u7ba1\u662f\u9ed1\u732b\u8fd8\u662f\u767d\u732b,\u53ea\u8981\u80fd\u6293\u4f4f\u8001\u9f20,\u5c31\u662f\u597d\u732b\u201d is brilliantly performed.<\/p>\n<p>Going back to Makhtar Sop Diop\u2019s writing on \u201cbuilding infrastructure, lifting up a small business and nurturing people\u201d at the beginning of this article, training and nurturing capable governmental officials at the local level is critical.<\/p>\n<p><b>https:\/\/www.theafricareport.com\/202535\/africa-can-studying-chinas-first-sez-give-insight-into-the-continents-economic-recovery\/<\/b><\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/lesotho\">Lesotho<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Grace Yuehan Wang Africa-Press &#8211; Lesotho.
