Africa-Press – Lesotho. <\/strong><\/span>European and African leaders committed to strengthening trade and better tackling irregular migration Tuesday, at the end of a summit aimed at boosting ties between the two continents.<\/p>\n

Two days of talks in the Angolan capital Luanda produced a wide-ranging declaration that nodded to Europe\u2019s desire to secure critical minerals and Africa\u2019s thirst for jobs and economic growth.<\/p>\n

\u201cAfrica is rich in natural resources. Resources that are essential for the dual energy and digital transition,\u201d European Council President Antonio Costa said in closing remarks at the European Union-African Union summit.<\/p>\n

\u201cBut its greatest wealth… is its human capital and its youth,\u201d he told delegates, adding it was key to develop \u201cvalue chains\u201d that supported employment on the continent.<\/p>\n

Africa has emerged as a battleground for its critical minerals and energy potential, with China, the United States and Russia also seeking to foster stronger ties.<\/p>\n

Germany\u2019s Friedrich Merz, Poland\u2019s Donald Tusk, and Spain\u2019s Pedro Sanchez were among about a dozen EU leaders who flew in for the summit, where analysts said a good showing was crucial to signal Brussels meant business.<\/p>\n

Africa was represented by the likes of South Africa\u2019s Cyril Ramaphosa, Kenya\u2019s William Ruto and Djibouti\u2019s Ismail Omar Guelleh.<\/p>\n

But the gathering was partially overshadowed by a European scramble to better the terms of a US plan to end the Ukraine war, with EU leaders huddling for an impromptu meeting on Monday.<\/p>\n

Flight troubles kept Denmark\u2019s Mette Frederiksen, Luxembourg\u2019s Luc Frieden and EU foreign policy chief Kaja Kallas from the summit.<\/p>\n

And leaders including Merz, France\u2019s Emmanuel Macron, Italy\u2019s Giorgia Meloni and European Commission President Ursula von der Leyen flew out on Monday, skipping the last day.<\/p>\n

\u201cThe summit has been mostly perfunctory\u201d, with \u201cmany statements that Africa-Europe partnership is in the highest priority\u201d, said Alex Vines of the European Council on Foreign Relations.<\/p>\n

\u201cThe focus on Ukraine by Europeans is a reminder that it is not,\u201d he said.<\/p>\n

Still, Portugal foreign minister Paulo Rangel told AFP the fact that so many had travelled to Luanda sent a strong signal, describing the summit as a \u201csuccess\u201d.<\/p>\n

\u201cThere is an impulse that is quite clear,\u201d he said, praising the agreements on mobility and migration.<\/p>\n

\u201cAfrica and Europe, if they want to be players on the global stage… they have to cooperate\u201d.<\/p>\n

Marking 25 years of EU-AU relations, the summit came on the heels of a G20 meeting in South Africa where a US boycott underscored geopolitical fractures.<\/p>\n

These were pointed at in a 10-page joint declaration that decried \u201cincreasing uncertainty in trade policies and tariff volatility\u201d as \u201ca challenge for the world economy\u201d.<\/p>\n

With both sides hit by US tariffs and Europe seeking to reduce its dependency on China for rare earths, leaders committed to strengthen trade and diversify and secure global supply chains, with a specific reference to \u201cstrategic and critical minerals.\u201d<\/p>\n

African nations clamouring for investments that generate local value and not just resource extraction won a pledge from Europe to support them to \u201cdevelop, industrialise, diversify exports, and integrate into regional markets\u201d.<\/p>\n

To that end, Brussels is betting on its Global Gateway initiative \u2014 a massive infrastructure plan it hopes can counter China\u2019s growing influence.<\/p>\n

Host Angola is home to one of the EU\u2019s signature undertakings: the Lobito corridor, a railway project funded in partnership with the United States to connect mineral-rich areas of the Democratic Republic of Congo and Zambia to the Atlantic coast.<\/p>\n

\u201cWe now have something very concrete to offer. That\u2019s what we lacked in the past,\u201d said European Parliament Vice-President Younous Omarjee.<\/p>\n

Europe was also promised help in tackling irregular migration and improving the return of failed asylum seekers to their country of origin \u2014 a common gripe in much of the 27-nation EU.<\/p>\n
