Weah Administration Drafts National Sports Policy Amid Criticism

Africa-Press – Liberia. Despite heavy criticism of the George Weah administration over its alleged failure to improve sports in Liberia, an investigation by FrontPage Africa has uncovered that the previous government did in fact complete a comprehensive National Sports Development Policy, which served as a key framework for advancing sports in the country.

Findings reveal that former Youth and Sports Minister D. Zeogar Wilson, during a UNESCO conference in France, requested funding to support the creation of a national sports policy. The request was approved, and UNESCO provided support by contracting Liberian expert Victor Boyah, who professionally drafted the policy in 2022.

As part of his work, Boyah held several consultative and stakeholder meetings before completing the document. Speaking to FrontPage Africa, he confirmed: “I did my work, I was paid, and I turned the documents over to the Ministry of Youth and Sports. I am and will always be ready to help my country in this regard.”

The investigation further established that the Weah government also sought technical assistance from the French government for a consultant on Youth and TVET—a request that was approved, with the consultant still currently attached to the ministry.

A copy of the National Sports Policy obtained by FrontPage Africa outlines a clear structure to expand sports opportunities nationwide through a coordinated approach involving government, schools, associations, the private sector, and local governing bodies. It emphasizes inclusive participation across all segments of society—men, women, youth, children, senior citizens, and people with disabilities—regardless of religion, race, gender, or ethnicity.

The policy also underscores the promotion of competitive sports at the international level, adherence to global rules and standards, and the growing role of technology in modern sports. It envisions sports as a tool to build a “vigorous, well-disciplined, unified, and dynamic society” while serving as an engine for youth empowerment and socio-economic development.

While the document was never formally adopted by the Weah cabinet, it was included in the turnover notes presented to current Youth and Sports Minister Cllr. J. Cole Bangalu. Sources confirm that Wilson also briefed Bangalu directly on the policy during the handover.

On Tuesday, September 16, 2025, the Ministry of Youth and Sports began reviewing the policy with the aim of presenting it to the cabinet for final endorsement and possible implementation.

The strategy seeks to Provide a clear strategic framework and direction for sports.

Position sports as a vital sector for Liberia’s socio-economic growth, serving as a catalyst for human development, peaceful coexistence, and national integration.

Establish a National Sports Advisory Board to guide and enhance sports programs and activities.

Develop specialized programs at the university and TVET levels, creating pathways to diverse careers in sports and physical activity.

Elevate the County Meet into a prestigious national league to nurture competitive spirit and showcase local talent.

Conduct a comprehensive assessment of sports facilities in schools and training institutions, documenting current conditions and identifying infrastructure gaps.

The strategy also highlights the importance of history and unity, using the commemoration of April 6 to celebrate the International Day of Sports for Development and Peace across Liberia.

Other key priorities include:

Creating a Pyramid System to develop talent from grassroots to elite levels.

Implementing targeted programs to promote broad participation.

Investing in workforce development for coaches, officials, and administrators.

Upgrading sports infrastructure to meet international standards.

Through these initiatives, the Ministry aims to increase Liberia’s participation in international sporting events and build a vibrant, inclusive sports culture that drives both national pride and sustainable development.
