Africa-Press – Liberia. The Civil Service Agency (CSA), in partnership with Mwetana Technology and Consulting Group, has concluded a one-day capacity-building workshop for Government’s Human Resource Directors and Deputies for Administration.

The training focused on onboarding employees onto the new Legal Power of Attorney (LPA) Scheme Digital Platform, a key component of Liberia’s ongoing civil service reform.

Delivering a special remark on behalf of the CSA’s Director-General Dr. Josiah F. Joekai, PhD, Deputy Director General for Administration and Finance, Hon. Dahnu Mianyen, emphasized that the initiative represents a major step toward the digital transformation of Liberia’s public service.

“It is a distinct honor to welcome you to this important training session organized by the Civil Service Agency in collaboration with MWETANA Technologies, our dedicated service provider and training partner,” Mianyen’s speech read. “This program marks a crucial step in our continuous effort to modernize the Civil Service and strengthen institutional capacity for efficient and accountable public service delivery.”

The Automated Legal Power of Attorney (LPA) System replaces the traditional paper-based process with a secure, transparent digital platform that ensures fair and lawful payroll deductions for civil servants who access approved goods and services on credit. Officials say the new system enhances payroll integrity and reduces administrative delays.

Under the leadership of Hon. Dr. Josiah F. Joekai, Jr., the CSA continues to drive reforms aligned with the Government’s ARREST Agenda for Inclusive Development (AAID), which prioritizes accountability, digital innovation, and improved service delivery.

Representatives from MWETANA Technologies, including Project Manager Paul Smith, expressed the firm’s full commitment to supporting the system’s implementation.

“We understand this is something new and will require some change management at the operational level,” Smith said. “Our team will provide continuous technical support and establish a special communication channel to assist HR officers and administrators as the rollout progresses.”

Also speaking, Mr. Mohammed B. Korleh, Deputy Director-General for Internal Audit and Accounting (IAA), commended the CSA and its partners for the initiative, noting that it would help strengthen trust and efficiency in managing government payroll systems.

“This is a very good initiative, and I can’t wait for it to get started,” Korleh stated. “Once the initial issues are addressed, we’ll be good to go. The arrangement is credible and will serve as an instrument for building a successful country.”

The training session featured technical demonstrations, interactive discussions, and a system overview led by Mr. Rufus Johnson, Director of Welfare at the CSA.

As the Government of Liberia accelerates its digital reform agenda, the CSA’s LPA platform is expected to enhance transparency, safeguard public trust, and empower civil servants through a more accountable and technology-driven payroll management process.
