Senator Moye Rejects Rep. Bility's China Union Claim

Africa-Press – Liberia. The office described the claims as entirely baseless, politically calculated, and part of a broader strategy to weaken public confidence in a lawmaker it says has maintained a consistent record of transparency.

c The Office of Senator Prince Moye has expanded its pushback against what it calls an escalating wave of misinformation from Representative Musa Hassan Bility, issuing a detailed and forceful response to fresh allegations that the senator played a role in waiving financial obligations owed to Bong County by the mining company China Union.

The office described the claims as entirely baseless, politically calculated, and part of a broader strategy to weaken public confidence in a lawmaker it says has maintained a consistent record of transparency.

The dispute intensified after Representative Bility publicly alleged that Senator Moye signed a resolution granting China Union relief from its required Social Development Fund payments to Bong County, a major concession that Rep. Bility claims deprived the county of much-needed revenue.

In reaction, the senator’s team released a lengthy statement Wednesday through his chief of staff, Nuwoe Kellen, categorically rejecting the claim and calling it a deliberate lie intended to mislead the public.

Kellen explained that the senator never participated in drafting, supporting, or signing any legislative or caucus document that would waive China Union’s obligations under the Mineral Development Agreement, a national concession law that outlines financial and operational commitments for concessionaires.

He added that Rep. Bility has produced no credible evidence to support his allegations and reiterated that the burden of proof rests on the accuser. Until such proof is provided, he said, the statement must be considered a political maneuver built on speculation.

The chief of staff went further, arguing that even if such a resolution existed, it would hold no legal force. He noted that the Mineral Development Agreement is a statutory instrument enacted by the National Legislature, endorsed by the President, and published into handbill, giving it the full authority of law.

Local caucus resolutions, Kellen emphasized, are advisory in nature and cannot amend or override a concession agreement that has been passed through the full legislative process. Any attempt to do so, he argued, would be legally void, unenforceable, and inconsistent with the constitutional hierarchy of Liberian laws.

In addition to refuting the core allegation, the senator’s office addressed what it says is an emerging pattern of political attacks aimed at tarnishing Senator Moye’s reputation. The office reminded the public that Rep. Bility recently accused the senator of failing to declare his assets, a claim that the office insists is equally unfounded.

Kellen suggested that both allegations form part of a coordinated scheme to weaken Senator Moye as national debates intensify over accountability, corruption, and the management of public resources.

The statement also sought to shift the focus back to Representative Bility, accusing him of actions that it says have directly undermined China Union’s capacity to meet its financial responsibilities. The office referenced a controversial agreement involving the leasing of storage terminals belonging to the company, an arrangement it says raised serious concerns about transparency and caused China Union to reduce operations.

According to Kellen, this reduction in activity severely affected the company’s revenue streams and contributed to its failure to remit millions owed to Bong County under the Mineral Development Agreement.

Kellen argued that the financial challenges China Union faces today cannot be divorced from what he described as questionable political and business decisions influenced by Bility. He added that while Bility publicly positions himself as an advocate for development projects in the county, the money used for those projects represents only a fraction of the revenue Bong County might have received had the concession operated under more stable conditions.

Despite these challenges, the senator’s office reiterated that China Union will still be required to settle all outstanding Social Development Funds dating back to 2015. Kellen said the senator remains committed to ensuring that every obligation owed to Bong County is paid in full, regardless of the alleged disruptions linked to previous deals. He emphasized that the county cannot afford further financial setbacks at a time when development demands remain high and critical public services require sustainable funding.

The statement also suggested that Rep. Bility’s recent accusations may be motivated by broader political ambitions. According to the senator’s office, the lawmaker has increasingly positioned himself as a national figure while simultaneously engaging in what the office describes as actions that undermine key governance structures.

Kellen argued that the public should treat Bility’s claims with caution, citing his alleged history of making accusations without accompanying evidence.

The office stated that it intends to continue addressing all attempts to mislead the public, especially when they concern the use of national or county resources. It pledged that it will not hesitate to expose what it views as manipulative tactics designed to distract citizens from genuine accountability issues.

Kellen said the senator remains focused on fulfilling his legislative duties and will not be drawn into what he called unnecessary political theatrics.

Kellen reaffirmed Senator Moye’s commitment to the people of Bong County. He said the senator will continue working to safeguard public resources, promote transparency, and resist any effort to distort the facts for political gain.

Kellen stressed that the accusations against Senator Moye are baseless and intended to mislead, and he urged the public to rely on facts rather than political rhetoric as the dispute continues to unfold.
