Africa-Press – Liberia. Monrovia—The Acting Managing Director of the National Insurance Corporation of Liberia (NICOL), Abdullah S. Swaray, says the ongoing 41st General Assembly of the ECOWAS Brown Card Insurance Scheme in Monrovia reinforces the scheme’s role as a pillar of regional integration.

The four-day 41st General Assembly Conference of the ECOWAS Brown Card Insurance Scheme is being held under the theme: “ECOWAS at 50: Strengthening the Governance and Operational Structures of the ECOWAS Brown Card Insurance Scheme through Digital Transformation and Examination of the Legal Framework.”

The ECOWAS Brown Card Scheme is a regional motor insurance system designed to guarantee third-party liability coverage for motorists traveling across the 15 ECOWAS countries. It ensures that victims of road accidents involving foreign motorists receive fair and prompt compensation in accordance with the laws of the host country.

The scheme plays a vital role in enhancing road safety and supporting cross-border mobility.

The regional gathering, which ran from November 24-28, 2025, brought together leaders and stakeholders from National Bureaux across all ECOWAS member states.

The NICOL Acting Boss making remarks on Thursday, November 27, 2025 at the assembly stated that the presentations and discussions remind participants of the central role the scheme plays in ensuring cross-border motor insurance protection, fair compensation for victims, and the smooth movement of people and goods across the region.

“Liberia is honored to host this Assembly, and NICOL is proud to be part of the collective work that strengthens the Scheme’s relevance and operational effectiveness,” Mr. Swaray said.

He continued, “As our sector evolves, NICOL reaffirms its commitment to partnering with all National Bureaux and supporting ongoing reforms that promote digitization, efficiency, transparency, and stronger coordination across ECOWAS.”

Mr. Swaray affirmed that NICOL remains committed to advancing the objectives of the Brown Card Scheme and contributing to a safer and more integrated West African region.

The NICOL Acting Managing Director used the occasion to extend special appreciation to the Chairman, the Secretary-General, the Director of Insurance at the Central Bank of Liberia, and the Secretary of the National Bureau of Liberia for their leadership and support.

He, however, extended gratitude to the delegates for their contributions, which he believed have been invaluable and will help elevate the Scheme to higher levels of performance and trust.

“Let us continue in the same spirit of collaboration and shared purpose that has guided us throughout—for the common good of our citizens,” he urged.

Meanwhile, the President of Liberia, Joseph Nyuma Boakai Sr. was represented at the event by Vice President Jeremiah K. Koung, who delivered the official opening address and reaffirmed Liberia’s commitment to strengthening regional cooperation, promoting free movement and ensuring safer cross-border transportation.
