Liberia has taken a major step toward strengthening its global maritime competitiveness with the signing of a landmark Memorandum of Understanding (MoU) between the Liberia Maritime Authority (LiMA) and the prestigious Shanghai Maritime University (SMU). The agreement, signed on Tuesday, lays the foundation for expanded technical cooperation, advanced professional training, and scholarship opportunities for young Liberians seeking careers in the maritime field.

Speaking at the ceremony, the Liberian delegation led by Cllr. Neto Zarzar Lighe, Sr., Commissioner and CEO of the Liberian Maritime Authority, described the partnership as a “significant milestone in Liberia’s journey to modernize its maritime sector.”

Addressing representatives of Shanghai Maritime University, Chairman Mr. Song Baoru, dignitaries, and sector partners, the Cllr. Lighe emphasized that the MoU marks not just a formal agreement but “a partnership anchored in shared vision, mutual respect, and a commitment to excellence.”

Liberia, one of the world’s leading maritime nations, has long relied on high operational standards and international cooperation to maintain its global reputation. But as the industry evolves, officials noted that investment in people, technology, and institutions is essential to remain competitive.

Three Pillars of the MoU

The newly signed agreement focuses on three key areas regarded as critical to Liberia’s maritime development.

Technical Cooperation

The partnership opens doors for modern knowledge exchange, collaborative research, curriculum enhancement, and access to advanced maritime technologies. Officials say this cooperation will support ongoing maritime reforms and improve the operational efficiency of the Liberian maritime administration.

Training

Training is at the core of the agreement, offering Liberian surveyors, inspectors, administrators, and cadets access to world-class professional development programs. These opportunities will equip them with skills aligned with global best practices and strengthen Liberia’s maritime governance systems.

Scholarships for Young Liberians

Perhaps most transformative is the scholarship program that will enable Liberian students to study at one of the world’s foremost maritime universities. Graduates are expected to return with technical expertise, global exposure, and leadership potential to help drive the next phase of Liberia’s maritime growth.

Strengthening Liberia–China Cooperation

The agreement also symbolizes deeper cooperation between Liberia and the People’s Republic of China, particularly in education, technology, and maritime development.

Officials extended gratitude to the leadership of Shanghai Maritime University for what they described as an open and forward-looking partnership. The Liberia Maritime Authority team was also commended for the vision behind the initiative.

Cllr. Neto Zarzar Lighe, Sr., Commissioner and CEO of the Liberian Maritime Authority, said the partnership is a testament to what can be achieved when nations and institutions work together toward shared goals, adding It reinforces the bonds between the People’s Republic of China and the Republic of Liberia, particularly in the areas of education, technology, and maritime advancement.

“I wish to extend sincere gratitude to the leadership of Shanghai Maritime University for opening its doors to Liberia. I also applaud the Liberia Maritime Authority team for their vision and dedication in bringing this initiative to life,” he said.

“As we sign this MoU, let us commit not only to its words, but to its spirit—one of cooperation, knowledge-sharing, and progress. Let this be the beginning of a long and productive relationship that enriches both institutions and contributes meaningfully to global maritime excellence.”

The partnership is expected to significantly strengthen Liberia’s maritime workforce, boost global competitiveness, and position the country for long-term sectoral growth.
