Africa-Press – Liberia. Monrovia-The Monrovia City Magisterial Court has issued a writ of arrest for Allen P. Brown III, Chief Executive Officer of Urban Marketing Group, Inc., and several unnamed associates, following allegations of criminal misconduct in connection with a longstanding property dispute involving the Intestate Estate of the late John Hilary Tubman.

The arrest order was signed on September 24, by Stipendiary Magistrate L. Ben Barco and authorized for execution by Captain Charles Bloyuefloh of the court’s enforcement division.

It directs the apprehension of Brown and associates and mandates their appearance before the court at the Temple of Justice in Monrovia.

Brown and his associates are accused of committing multiple criminal offences, including, Criminal Trespass, Criminal Mischief

Felonious Restraint, Criminal Conspiracy and Criminal Facilitation.

According to the complaint filed by the Republic of Liberia, through representatives of the Tubman Estate, Abdurahman Barry, Michael Morgan, and Rebecca Tubman, the defendants allegedly unlawfully entered the estate’s property located on 5th Street, Sinkor, on September 24 and again on October 1.

The prosecution asserts that Brown and his team forcibly accessed multiple apartment units, damaging doors, locks, and other fixtures, with estimated losses exceeding USD 150,000.

The complaint describes the actions as “violent, wicked, and executed with complete disregard for the law.”

Background: Arbitration and Failed Legal Challenge

The arrest follows a civil and commercial dispute that has unfolded in Liberia’s courts over the past two years.

The case centers on a Joint Venture Agreement between Urban Marketing Group and John Hilary Tubman.

Disagreements stemming from the agreement were referred to arbitration, as stipulated by both parties.

The arbitral tribunal ruled in favor of Tubman, and the trial court subsequently confirmed the arbitration award.

Urban Marketing Group attempted to challenge the award by filing a motion to vacate, claiming the arbitral panel exceeded its authority.

However, in a decisive February 18, 2024 opinion, the Supreme Court of Liberia upheld the lower court’s ruling, stating that the petition failed to meet the legal threshold under Section 64.11(1) of the Civil Procedure Law.

A follow-up petition for re-argument was also denied in May 2025, with the Supreme Court concluding that the petitioner merely sought to reframe the court’s reasoning rather than cite any legal or factual oversight.

Eviction Counterclaims and Mounting Legal Tensions

Adding to the legal complexity, a separate summary eviction action was recently initiated by Allen Roosevelt Brown, Jr., believed to be associated with Urban Marketing Group, against members of the Tubman family for alleged unlawful occupation of another property.

In that case, Brown Jr. claimed the occupants had overstayed their tenancy and failed to meet rental obligations, requesting their removal from a 6th Street property.

The matter is ongoing.

Meanwhile, the Tubman Estate claims the latest actions by Allen P. Brown III and his associates represent a flagrant violation of court orders, particularly as the Supreme Court had already ruled in favor of enforcing the arbitration award, effectively recognizing the Tubman Estate’s legal standing over the disputed properties.

As of publication, neither Allen P. Brown III nor Urban Marketing Group, Inc. has issued a public statement.

The Monrovia City Court has made clear that failure to comply with the arrest order will be treated as a serious offence.

If convicted, the accused could face legal penalties, including possible imprisonment, especially for charges like felonious restraint and criminal conspiracy.

The case is expected to generate intense public scrutiny given the Tubman name’s historic and political significance in Liberian society.
