Africa-Press – Liberia. <\/strong><\/span>The President of the Christian Association of the Blind (CAB) Mr. Beyan Kota has decried the marginalization and deprivation of scores of visually impaired children and adults seeking education and counseling at his institution from benefitting their fair share of the country\u2019s wealth and resources by the Coalition for Democratic Change (CDC) led government of President George Manneh Weah.<\/p>\n

Located in the R2 Community on the Roberts Field Highway, outside Monrovia, CAB was founded in 1985 for the purpose of promoting independence amongst the blind and striving to render the blind self-supporting through social and economic empowerment initiatives.<\/p>\n

Since its formation, the group has educated, provided opportunities and help elevate the living conditions of hundreds of visually impaired Liberians and others in the country, through budgetary supports from government and other Non-Governmental Organizations (NGOs) operating in Liberia.<\/p>\n

46 visually impaired children and adults are currently residing and attending school at the facility in Montserrado, while several others are being catered for in other counties.<\/p>\n

Speaking in an exclusive interview with FrontPage Africa at CAB compound recently, Mr. Kota expressed frustration over the removal of his organization from the current draft national budget for Fiscal Year 2023 by the government.<\/p>\n

It can be recalled that on December 5, President George Manneh Weah, through the Deputy Finance Minister for Budget and Development Planning, Tanneh Geraldine Brunson, submitted to the House of Representatives the US$777.94 million draft National Budget for Fiscal Year 2023 to the National Legislature<\/p>\n

But Mr. Kota said though the Weah led-administration retained the amount of US$20,000 that was previously allotted to his institution by the former Unity Party (UP) led-government of Madam Ellen Johnson Sirleaf for the period of two years, the allotment was surreptitiously cut off from the budget without any justification.<\/p>\n

He claimed that the move made by government to remove them from the national budget has paralyzed normal operational activities at CAB.<\/p>\n

He noted that the institution cannot also guarantee the intake of additional visually impaired students as a result of the situation.<\/p>\n

\u201cFor the past three years running, we\u2019ve been out of the national budget. We don\u2019t know the reason for which we were removed and government has not been able to tell us why we were taken out of the budget.\u201d<\/p>\n

\u201cWe used to have more than 80 students here prior to the Ebola crisis. But since the Ebola followed by the Coronavirus, our number continues to decreased. We hope that we do not have any global pandemic again because, it has had its own toll on the population of blind people as well.\u201d<\/p>\n

Mr. Kota emphasized that authorities at the facility are constrained to raise funds to provide proper care for visually impaired students studying and residing at the facility.<\/p>\n

He wondered why government will deprive members of CAB their share of the country\u2019s wealth and resources despite being the largest institution catering for visually impaired children and others in Liberia.<\/p>\n

\u201cWhy did the government see it fit to remove us from the budget? We don\u2019t know. It is still a mystery for us as to why.\u201d<\/p>\n

Hope dashed<\/b><\/p>\n

According to him, authorities of CAB were hopeful of an increment in their budgetary allotment following the inauguration of President Weah in 2018.<\/p>\n

But to our utmost surprise, he added that the minimum amount allotted to CAB has been taken away from the budget.<\/p>\n

\u201cOur hope was that this government was going to increase it maybe from US$20,000 to US$35,000 or US$50,000. But that did not happen. This government only continued the same US$20,000 that was being given us from the last regime and stopped. We were even making frantic effort to have it increase, but to no avail.\u201d<\/p>\n

A cry for help that didn\u2019t materialize<\/b><\/p>\n

Mr. Kota pointed out that authorities of CAB intensified efforts on numerous occasions seeking the interventions of key stakeholders to ensure their inclusion in the national budget.<\/p>\n

He noted that all of those efforts applied have not yielded fruitful results over the years.<\/p>\n

\u201cLast year, we wrote all the Senators and a good number of Representatives raising and bringing this to their attention-hoping that we would have been recaptured in the Fiscal budget. But as of today, there is nothing of such.\u201d<\/p>\n

Blaming Tweah<\/b><\/p>\n

Mr. Kota disclosed that the Ministers of Education, Finance and Development Planning, Dr. Ansu Sonii and Samuel Tweah have also been engaged on the matter.<\/p>\n

He described Minister Tweah as \u201ca very difficult to meet\u201d.<\/p>\n

\u201cBut we made efforts to his (Samuel Tweah\u2019s) office and all the way down to those who are responsible for the budget, including the Deputy Ministers. If you meet them, none of them will deny the facts that we didn\u2019t meet or wrote them.\u201d<\/p>\n

Mr. Kota disclosed that those in lower positions responsible for the budget continuously informed the management of CAB that their request has been submitted to Minister Tweah for approval.<\/p>\n

According to him, Minister Tweah did not approve the inclusion of CAB in the current national budget that has been submitted, something which prompted his Deputies not to act on the contrary.<\/p>\n

Relying on donations<\/b><\/p>\n

\u201cIt has been difficult to cater to the children. In fact, that\u2019s one of the reasons we have not been able to run a full-scale program. We had more than 80 persons enrolled; now our enrollment has reduced to 46.\u201d<\/p>\n

He said the decision taken by government to remove CAB from the budget has constrained the institution to rely on donations from philanthropic organizations, churches, businesses and others.<\/p>\n

Mr. Kota noted that the move is devastating for his organization which experienced a major burglary recently.<\/p>\n

It can be recalled that on November 18 last year, unknown men broke into CAB facility and made away with assorted and food items and the amount of US$700 that was being kept in a save.<\/p>\n

He said learning equipment for students, chairs, renovation of the dilapidated facility hosting the school remains some of the challenges confronting CAB.<\/p>\n

According to him, security has been beefed up at the facility, while engineers have provided an estimate for rehabilitation works to avoid a reoccurrence of the burglary.<\/p>\n

Mr. Kota put the cost for revamping the facility at US$5000.<\/p>\n

\u201cWhen we are in the rainy season and school is in session, we can be all over the place because the roof is leaking. We need state funding to be able to renovate the facility so as to have a conducive learning environment for the kids. Also, when we have funding, we will provide equipment like computers and laptops.\u201d<\/p>\n

He disclosed that the institution is striving to sustain an agriculture project at its compound presently.<\/p>\n

He said portion of the crops harvested from the farm, including cucumber, water melon, corn, potatoe and collard greens, pepper, bitter balls and others are sold, while the remaining are consumed by the visually impaired students.<\/p>\n

Meanwhile, Mr. Kota has expressed the hope that lawmakers will see reason to capture CAB in the current draft national budget that is currently before them.<\/p>\n

Members of the National Legislature are expected to commence public hearings and scrutiny of the draft budget shortly.<\/p>\n

He underscored the need for lawmakers to also increase the previous US$20,000 that was allocated to them.<\/p>\n

He questioned the rationale behind the allocation of US$1M in the draft national budget for the transformation of disadvantaged youths, who are normally referred to as \u201czogos\u201d over other neglected and abandoned groups in the Liberian society.<\/p>\n

Mr, Kota described CAB as a \u201cserious commitment to transform the lives of blind people\u201d, noting that; government should not abandon or marginalize the institution.<\/p>\n

He said a \u201cdecent standard of living for blind people\u201d will be fulfilled if the government provides the requisite support to the institution.<\/p>\n

\u201cWe are not asking for US$1M. A minimum of US$50,000 to US$100,000 annually is just what we are asking for. And I\u2019m sure that government is able to continue to provide that-but why is it not doing it? This is our appeal.\u201d<\/p>\n

CAB mission statement is to humanize the treatment of all blind and partially sighted citizens of Liberia through the promotion of education and skill training; creating the enabling environment and advocating for change in the condition of the blind and the perception about blindness itself, affording the blind the opportunity to become independent and self-supporting through economic sustainable activities for their empowerment and full social integration for dignity and self-respect of the individual blind person.\u201d<\/p>\n

The group believes in the principles that the protection of the rights and the dignity of individual blind persons with the goals that full equality and social integration for the blind can only be achieved if blind people took their destiny into their own hands and at the same time recognizing inputs from dedicated sighted professionals who are supportive to the cause of the association.<\/p>\n

It purpose is to work for the prevention and where possible, for the elimination of blindness; to work towards the advancement of the well-being with the goal of equalization of opportunities, and full participation in society if necessary, by special, legal or administrative measures; to strengthen the self-awareness of blind persons and to develop their personalities; to strive for equal access to public and private facilities alike such as education, communication, transportation, etc., as well as to provide a forum for the exchange of ideas and experience in the field of blindness.<\/p>\n
