Africa-Press – Liberia. <\/strong><\/span>The Liberia Electricity Regulatory Commission (LERC) and stakeholders within the energy sector have begun a two-day technical review workshop on the draft certification and licensing of professionals as well as contractor regulations.<\/p>\n

The on-going, two-day workshop, which started on Thursday, February 9, at a resort in Monrovia, will also look at the draft electrical wiring regulations and draft electrical wiring codes, among others.<\/p>\n

Augustus V. Goanue, Managing Director of the LERC, who spoke yesterday on the wiring certification guidelines, said the review is intended to look at who is qualified to undertake electrical wiring works, how it should be done and what materials to use as well as sanctions to ensure that the criteria are adhered to.<\/p>\n

He said the regulation would ensure that certified professionals would be issued seals, identification cards and electrical installation certification by the LERC.<\/p>\n

\u201cSo, we have all come here today to review the document that, I believe, our technical team sent out to you about two weeks ago. Sit here as an expert in everything to review,\u201d Goanue said.<\/p>\n

According to him, LERC’s major role is stakeholder engagement, participation, transparency, and inclusion of key stakeholders, those that this document is going to impact. \u201cSo, we have come today to review it and ask that you take up all your time for us to go through it.\u201d<\/p>\n

Goanue said the documents would be demanded by the utility distributor before connecting a customer to a service.<\/p>\n

He added that electrical contractors shall have registered numbers traceable to each professional in the field to ensure that all households are wired by a competent person with quality materials to prevent any mishap.<\/p>\n

Goanue described the revision as a major milestone in the electricity sector of Liberia, which LERC has been working on with a lot of regulations.<\/p>\n

He said, \u201cBut these three regulatory instruments that we are about to review today are going to have a significant impact on the electric sector in terms of service delivery, installation, and meeting all the codes and standards on how we can conduct ourselves, which is another form of code of conduct.\u201d<\/p>\n

Goanue also used the occasion to urge the participants to listen attentively and make their input as they go through the revision process of said documents.<\/p>\n

He concluded, \u201cWe will come to validate what we all have done. So, on behalf of the entire team, our European Union Long-Term Technical Assistance (LTTA) and NAO, Mines, Energy and others support this workshop.\u201d<\/p>\n

For her part, Ms Stefania Marrone, Head of Green Team representing the EU, described the review as a milestone for the energy sector of Liberia because it will have a harmonised electricity technocratic setting with a regulated wiring via wiring code taking into consideration that the country has to be regionally integrated, synchronised into its neighbouring countries coding system.<\/p>\n

\u201cI am not tired of repeating the benefits of electricity reaching all parts of society, together with the important economic growth that accompanies it. I wish to emphasize and bring attention to the benefit that this represents in promoting social development for women, who have access to a better quality of life, for Liberia, who can benefit from electricity to complete their education and to all, for the increase in security that electricity brings along,\u201d Marrone said.<\/p>\n

She said the scope of the action was to have in place a functioning Electricity Regulatory Framework, which is not fully-operational and allows tendering and awarding electricity generation.<\/p>\n

Marrone added transmission and distribution licences and the related contracts in the major settlements of Liberia, including the rural area.<\/p>\n

Earlier, Atty. Martus K. W. Bangalu, Director and Deputy for the National Authorising Officer (NAO) at the Ministry of Finance and Development Planning (MFDP), hailed the LERC for holding such discussion that is intended to bring sanity to the electricity sector.<\/p>\n

She expressed the hope that whatever decision that will come from the review should be used for the benefit of the Liberian people.<\/p>\n

Bangalu also thanked the EU government for the immense support they continue to render to Liberia, especially under the energy sector.<\/p>\n

For his part, Saku Dukuly, Assistant Minister for TVET, STEM and Inclusive at the Ministry of Education, expressed delight to be part of such discussion.<\/p>\n

\u201cSo, this workshop is very important to us because it is a way of helping the MOE to know exactly how to provide the necessary training based on the demands in the labour market,\u201d he added.<\/p>\n

Dukuly said the energy sector is very important\u2014you can see a lot of things happening. You can see wires planted all over the place and so we see the demand there for people to have the kind of skills necessary to be able to work in the energy sector.<\/p>\n

Meanwhile, the technical review workshop is expected to end today, February 10, 2023, with a final stakeholder validation.<\/p>\n
