Africa-Press – Liberia. <\/strong><\/span>FrontPageAfrica has seen two separate communications that reveal a worsening leadership crisis at the Liberia Revenue Authority.<\/p>\n

In a memo, the Chief of Staff of the Office of the Commissioner General, Paul Hinneh, informed employees of the Revenue Authority the Assistant Commissioner for Human Resource Division, Ms. Chupee G. Howe had been suspended from her post for time indefinite. Therefore, all employees are not to transact with her on any matter relating to the LRA.<\/p>\n

FrontPageAfrica has not been able to establish the reason for her suspension.<\/p>\n

However, FrontPageAfrica is also in possession of another communication from the Deputy Commissioner for Administration reversing the decision taken by his boss, the Commissioner General.<\/p>\n

He wrote:<\/p>\n

As the DCGAA [Deputy Commissioner General for Administration] and HR head being my staff, and the Administrative procedure requires that suspension of staff, hiring even if recommended by the head of the entity and staff actions overall be within my purview; I hereby reverse the suspension of AC. Howe and the appointment of Manager Klay as Acting Assistant Commissioner for HR with the intent to replace the reinstated head of HR.<\/p>\n

AC. Chupee Howe will proceed to continue her responsibility as the Head of HR at the Liberia Revenue Authority. She performed all her duties accordingly and based on instruction from my office in consultation with members of the Management team.<\/p>\n

The posting of her illegal suspension here in the All staff group is intended to degrade, subdue and undermine our Human Resource Division.<\/p>\n

Please ignore any further attempt to post staff information out of the ordinary…with the intent to humiliate a female professional without cause.<\/p>\n

On Monday, FrontPageAfrica reported the crisis at the Revenue Authority and the adverse effect it is having on revenue collection.<\/p>\n

FrontPageAfrica had gathered that the Deputy Commissioner Samuel Bennette was assuming the functions of the Commissioner General by unilaterally making appointments and transferring employees without the approval of the Commissioner General.<\/p>\n

\u201cWhen the Commissioner left the country, Deputy Commissioner for Administration, Samuel Bennett, without the consent of the Commissioner General made new appointments and transfers. We were shocked to know that the Executive Mansion is backing him,\u201d the source said.<\/p>\n

FrontPageAfrica gathered that collectors at the Freeport of Monrovia and Bo Waterside were transferred with immediate effect without meeting the needs such transfers come with. There have also been several changes at headquarters. These changes which were previously opposed by the Commissioner General were effected when he had left the country on official duty.<\/p>\n

Section 21 of the Act that established the LRA states that the Commissioner General shall among other things, be responsible for the administration and supervision of the execution of the Code, the direction and day-to-day; management and administration of the Authority, for the supervision of officers, managerial staff, and other employees of the Authority as well as other matters of the Authority.<\/p>\n

\u201cThe Commissioner General being the Chief Executive Officer of the LRA is supposed to be informed of and approve all major administrative decisions but this is no longer the case and it is already affecting collection of revenue because they are no longer working together,\u201d the source said.<\/p>\n

However, in a rebuttal, Deputy Commissioner Bennette said at no time did he assume the office of Commissioner General.<\/p>\n

He cited Section 7.17, of the LRA Act of 2015 which states that the Authority shall take the general rotation of certain categories of staff from one permanent place of work to another. Additionally, the Act states: the rotation shall take place within 24 months. Notwithstanding, the authority reserves the right to rotate in any category it deems necessary to obtain its objective. The department head is responsible for preparing the rotation schedule within two month prior to the end of the authority\u2019s fiscal year. The general staff rotation and all matters thereof shall be governed by the authority\u2019s staff rotation policy. Rotation of staff shall in no way reduce affected staff remuneration except for benefits linked to the function and location.<\/p>\n

Staff to be rotated including those heading a section, unit, or business office are to prepare a formal turnover report, and turn over all assets, receipt book where applicable, required pertinent reports, documents, and other information to their immediate assistants.<\/p>\n

The Human Resource Management Head shall be responsible to ensure the timely payment of rotation allowance, the availability of transportation, and readiness of housing for all rotating staff.<\/p>\n

Human Resource Management Head shall also coordinate with the procurement office to ensure that outstation rent or lease is timely paid and all associated repair and maintenance timely done.<\/p>\n

The office Mr. Bennet also indicated that at no time he ever operated outside of his scope of operations as enshrined in the Liberia Revenue Authority Act and that he works squarely within the laws of the institution.<\/p>\n
