Africa-Press – Liberia. <\/strong><\/span>MONROVIA, Liberia<\/b> \u2014 Liberia is poised to become a strategic hub in Africa\u2019s growing affordable housing movement as TAF Developers, one of the continent\u2019s leading real estate firms, moves to expand operations into the country through a major partnership with the National Housing Authority (NHA).<\/p>\n

The engagement, held at the NHA headquarters in Monrovia, brought together NHA Managing Director Florence K. Geegbae and TAF Developers Chief Executive Officer Mustapha Njie, whose company is pursuing an ambitious continental agenda to construct millions of affordable homes across Africa.<\/p>\n

The Liberia initiative represents a significant step toward addressing the country\u2019s persistent housing deficit while positioning it within a broader African-led housing development strategy.<\/p>\n

Liberia\u2019s Growing Housing Crisis<\/b><\/p>\n

Welcoming the delegation, Madam Geegbae underscored the urgency of housing reform in Liberia, noting that the country faces a severe shortage of decent and affordable housing driven by rapid urbanization, population growth, and expanding informal settlements.<\/p>\n

According to the National Housing Authority, Liberia requires approximately 4,891 housing units annually to meet current demand. Projections further indicate that the country will need more than 52,000 housing units by 2030 to adequately address overcrowding in urban and peri-urban communities.<\/p>\n

\u201cWe have a serious housing crisis,\u201d Geegbae stated. \u201cThe National Housing Authority is mandated to initiate, plan, and implement housing development programs, and we are therefore welcoming partners of bilateral, multilateral, and private investors who can intervene meaningfully.\u201d<\/p>\n

She emphasized that Liberians at home and in the diaspora have expressed excitement about the partnership, describing it as a long-awaited opportunity to deliver practical housing solutions.<\/p>\n

5,000 Housing Units in First Development Phase<\/b><\/p>\n

As part of TAF Developers\u2019 entry into Liberia, the company plans to construct approximately 5,000 housing units under the first phase of implementation.<\/p>\n

The project will operate under a Public-Private Partnership (PPP) framework, widely recognized across Africa as an effective model for delivering large-scale housing projects.<\/p>\n

Under the arrangement:<\/p>\n

The Government of Liberia will provide land access and prepare serviced sites.<\/p>\n

Government will also develop essential infrastructure, including:<\/p>\n

Access and internal roads<\/p>\n

Drainage systems<\/p>\n

Water and sanitation services<\/p>\n

Electricity connections<\/p>\n

TAF Developers will mobilize investment capital, engineering expertise, construction management, and housing delivery.<\/p>\n

The developer has requested approximately 1,200 acres of land, with Bentol identified as one of the initial project locations. Additional sites across Liberia are expected to follow as expansion progresses.<\/p>\n

\u201cThe government prepares the land and infrastructure, while the private sector builds,\u201d Geegbae explained. \u201cThis is how successful housing partnerships function globally.\u201d<\/p>\n

Institutional Readiness at the National Housing Authority<\/b><\/p>\n

Madam Geegbae revealed that her administration has already begun reforms to strengthen operational oversight at the NHA ahead of the new development phase.<\/p>\n

She disclosed that supervisors have been deployed across existing housing estates to prevent encroachment and ensure proper management of government properties.<\/p>\n

\u201cAll estates under this administration will have functioning site offices,\u201d she said. \u201cWe have engineers, architects, surveyors, and technical teams ready to support this partnership.\u201d<\/p>\n

Drawing on her 15 years of experience working with international and multilateral institutions, the NHA Managing Director expressed confidence that the collaboration will elevate the Authority into a leading national development institution.<\/p>\n

African Developer Expands Continental Vision<\/b><\/p>\n

For his part, TAF Developers CEO Mustapha Njie described Liberia as an important addition to his company\u2019s continental affordable housing expansion strategy.<\/p>\n

Njie, a veteran real estate developer with over 36 years in housing development and nearly five decades of professional experience, said Africa faces widespread housing shortages affecting millions of citizens.<\/p>\n

\u201cHousing deficit across Africa is enormous,\u201d he explained. \u201cLiberia, with a population of about 5.5 million people, naturally faces a deficit exceeding fifty thousand housing units.\u201d<\/p>\n

He stressed that housing should be treated as a basic human necessity while acknowledging that affordability remains the greatest challenge.<\/p>\n

\u201cHousing has a cost,\u201d Njie said. \u201cAffordability depends on income. Internationally, the rule is that households should not spend more than 30 percent of income on housing repayment over mortgages of up to 25 years.\u201d<\/p>\n

He noted that governments and development partners play critical roles by providing land concessions, infrastructure investment, and subsidized financing to make housing accessible to lower-income populations.<\/p>\n

Promoting African Solutions to African Challenges<\/b><\/p>\n

Njie emphasized that his company intentionally represents African-led investment.<\/p>\n

\u201cI want to demonstrate that Africans can build Africa,\u201d he said. \u201cDevelopment should not always depend on investors from outside the continent. We have the expertise, and we must show young Africans that it is possible.\u201d<\/p>\n

He added that his multinational team includes professionals from across Africa and expressed hope that Liberian professionals will soon participate in regional housing projects as skills transfer expands.<\/p>\n

Implementation Already Underway<\/b><\/p>\n

TAF Developers confirmed that implementation processes have already commenced, including:<\/p>\n

Legal consultations with government institutions<\/p>\n

Preparation of Memoranda of Understanding (MOU)<\/p>\n

Engagement with the Public Investment Commission<\/p>\n

Opening of project bank accounts<\/p>\n

Market feasibility and demand studies<\/p>\n

Njie revealed that an online enrollment survey launched to gauge demand generated over 570 Liberian responses within two hours, demonstrating strong national interest in affordable housing opportunities.<\/p>\n

\u201cArriving in Liberia means the project has started,\u201d he remarked. \u201cWe move fast.\u201d<\/p>\n

The company aims to begin visible construction activities before the end of the year, subject to completion of land acquisition and infrastructure preparation.<\/p>\n

Off-Takers Conference Planned<\/b><\/p>\n

As part of the rollout strategy, TAF Developers plans to host an Off-Takers Conference by mid-May, bringing together:<\/p>\n

Government ministries, agencies, and commissions<\/p>\n

Private sector employers<\/p>\n

United Nations agencies<\/p>\n

Development partners<\/p>\n

Financial institutions<\/p>\n

The conference will allow institutions to enroll employees into structured housing purchase programs while strengthening financing arrangements.<\/p>\n

Government Commitment to Land and Infrastructure<\/b><\/p>\n

Madam Geegbae confirmed that the Liberia Land Authority has received a special mandate following discussions with President Joseph Nyuma Boakai to fast-track land acquisition for the project.<\/p>\n

She reiterated that infrastructure delivery remains a core government responsibility within the PPP model.<\/p>\n

\u201cWhen government moves, investors move,\u201d she said. \u201cWe are committed to ensuring that the required conditions are in place.\u201d<\/p>\n

Toward Decent and Affordable Homes<\/b><\/p>\n

Both leaders expressed optimism that the partnership will not only reduce Liberia\u2019s housing deficit but also stimulate economic growth through job creation in construction, engineering, logistics, and local manufacturing sectors.<\/p>\n

Geegbae called on Liberians to anticipate a new phase in national housing delivery.<\/p>\n

\u201cThis partnership is about more than housing structures,\u201d she said. \u201cIt is about dignity, planned communities, and improving the lives of Liberian families.\u201d<\/p>\n
