Africa-Press – Liberia. <\/strong><\/span>Liberia\u2019s Minister of Justice and Attorney General, N. Oswald Tweh, has called for stronger global oversight of financial flows linked to forest resources, warning that weak governance enables illegal logging and environmental degradation.<\/p>\n

Delivering a keynote address Tuesday at the FGMC Stakeholder Forum 2026 in London, Tweh emphasized that sustainable forest management cannot be achieved without accountability in how money flows through the sector. The forum, hosted by the Government of the United Kingdom, brought together more than 70 delegates from forest-rich countries and international partners.<\/p>\n

\u201cThe health of a forest is inseparable from the integrity of the transactions that occur within it,\u201d Tweh said, noting that illegal logging and corruption often begin with unchecked financial activities. He stressed that forest governance must be treated as a rule-of-law issue, not merely a technical or environmental concern.<\/p>\n

Tweh highlighted the global significance of forest conservation, citing data from the Intergovernmental Panel on Climate Change showing that deforestation accounts for up to 15 percent of global greenhouse gas emissions. He warned that failure to halt forest loss would undermine international climate targets.<\/p>\n

The Minister is attending the Forum alongside the Assistant Minister for Economic Affairs of the Ministry of Justice, Joel Elkanah Theoway, FDA Managing Director, Rudolph J. Merab, as part of Liberia\u2019s continued engagement in international platforms addressing environmental governance and economic development.<\/b><\/p>\n

Turning to Liberia, Tweh described the country as a critical ecological asset, home to nearly half of the remaining Upper Guinea Forest in West Africa. He credited decades of policy reforms, including the 2006 National Forestry Reform Law and the 2018 Land Rights Act, for strengthening forest governance and community ownership.<\/p>\n

He also acknowledged past failures, including illegal logging practices and the 2012 private use permit scandal, noting that prosecutions of senior officials marked a turning point in accountability. \u201cWe have shown the courage to confront our own shortcomings,\u201d he said.<\/p>\n

Despite progress, Tweh admitted that Liberia continues to face enforcement challenges, corruption risks and gaps between legal frameworks and implementation. He said the government is reviewing its forestry laws and strengthening prosecutorial capacity to address ongoing issues.<\/p>\n

The minister praised international partnerships, particularly support from the United Kingdom under the Forest Governance, Markets and Climate (FGMC) program, which has helped fund reforms and improve transparency systems. He also expressed appreciation despite anticipated reductions in UK development assistance.<\/p>\n

Liberia recently renewed its forest governance cooperation with the UK through a memorandum of understanding signed in December 2025, reinforcing commitments to legal enforcement, community benefits and sustainable forest management, Tweh said.<\/p>\n

The forum convened representatives from countries including Ghana, Indonesia and the Democratic Republic of Congo to discuss strategies for aligning financial systems with forest conservation goals and ensuring benefits reach local communities.<\/p>\n
