D\u00e8s lors, les fran\u00e7ais commencent \u00e0 s\u2019introduire dans la Grande \u00eele. Cette fois-ci, le pays de Rainilaiarivony ne sera plus un comptoir pour ravitailler les bateaux Fran\u00e7ais, mais un pays vaincu, exploit\u00e9, voire d\u00e9j\u00e0 colonis\u00e9 par l\u2019Hexagone.<\/p>\n<p>L\u2019article 15 du trait\u00e9 du 17 d\u00e9cembre 1885 favorise davantage l\u2019implantation du drapeau tricolore \u00e0 Madagascar, en l\u2019occurrence \u00e0 Di\u00e9go-Suarez. Une pr\u00e9sence qui a rendu la ville anim\u00e9e et plus attractive, d\u2019apr\u00e8s certains, car elle \u00e9tait une zone inutile sous le gouvernement Rainilaiarivony. Oubli\u00e9e et consid\u00e9r\u00e9e comme tany lavitr\u2019andriana, Di\u00e9go-Suarez si \u00e9loign\u00e9e du pouvoir central, devient d\u00e9sormais un p\u00f4le d\u2019attraction tout au long du XX\u00e8me si\u00e8cle. Une migration massive est effectu\u00e9e dans les ann\u00e9es 1900. La plupart sont des R\u00e9unionnais, des Comoriens et des Y\u00e9m\u00e9nites, venus pour occuper les terres cultivables de la r\u00e9gion et travailler \u00e0 l\u2019arsenal.<\/p>\n<p>Les fran\u00e7ais occupent l\u2019ouest de la ville. Le d\u00e9cret du 4 octobre 1898 d\u00e9clare point d\u2019appui de la flotte des ports suivants : Fort de France, Dakar, Corps Saint Jacques, Noum\u00e9a, Di\u00e9go-Suarez et Libreville, mais en raison de la n\u00e9cessit\u00e9 de r\u00e9duire les d\u00e9penses, le d\u00e9cret de 1899 ne conserve en premi\u00e8re urgence que les ports de Fort de France, Dakar et Di\u00e9go-Suarez. Ce d\u00e9cret r\u00e9affirm\u00e9 en 1900 dicte que la ville devient un point d\u2019appui de la flotte fran\u00e7aise. La ville devient une base navale. En 1900, plus de 5 000 militaires sont envoy\u00e9s \u00e0 Di\u00e9go-Suarez. En 1905, les installations sont achev\u00e9es, elles comprennent des casernes, des magasins, des bureaux.<\/p>\n<p>La ville de Di\u00e9go-Suarez a une multitude d\u2019aspects. Elle est une zone militaire, une base navale et un point d\u2019appui de la zone strat\u00e9gique num\u00e9ro 3 sur la d\u00e9fense dans la r\u00e9gion du sud-ouest de l\u2019oc\u00e9an Indien. Elle est aussi chef-lieu et centre administratif. Puis avec son port, Di\u00e9go-Suarez joue un r\u00f4le plus important dans le commerce. La double fonction de son port (commerce et base militaire) est un atout pour la r\u00e9gion du Nord. Apr\u00e8s Vohemar, la ville de Di\u00e9go-Suarez accueille une masse de R\u00e9unionnais, qui vont accaparer des terrains cultivables. Ces colons s\u2019installent dans l\u2019ouest de la ville, comme Namakia, puis Ambohimanarina la partie pour la partie nord-ouest, et constituent une petite forme de colonisation. Durant l\u2019\u00e2ge d\u2019or des colons dans les ann\u00e9es 1920, ces cr\u00e9oles b\u00e9n\u00e9ficient de beaucoup de terres et de concessions.
