Une augmentation progressive de cette somme est en vue apr\u00e8s l\u2019\u00e9laboration du projet de d\u00e9cret sur la caisse \u00e9cole.<\/b><\/p>\n<p><b>\u00ab \u00c9ducation pour tous \u00bb.<\/b><\/p>\n<p>L\u2019Etat multiplie des efforts pour atteindre cet objectif afin que tous les \u00e9l\u00e8ves en \u00e2ge de fr\u00e9quenter l\u2019\u00e9cole primaire puissent \u00eatre scolaris\u00e9s. C\u2019est dans ce sens que la caisse \u00e9cole a \u00e9t\u00e9 mise en place par le biais du Projet d\u2019appui \u00e0 l\u2019\u00e9ducation de base (PAEB). Au d\u00e9but de sa mise en \u0153uvre en 2018, le montant allou\u00e9 \u00e0 la caisse par \u00e9cole \u00e9tait de 3 000 ariary par \u00e9l\u00e8ve. Compte tenu des efforts men\u00e9s par le gouvernement malgache, la Banque mondiale apporte son soutien financier pour faire en sorte que toutes les 26 777 \u00c9coles primaires publiques (EPP) avec 5 120 000 \u00e9l\u00e8ves au total, b\u00e9n\u00e9ficient de la caisse \u00e9cole. Ainsi, le montant octroy\u00e9 s\u2019\u00e9l\u00e8ve en moyenne \u00e0 5 036 ariary par \u00e9l\u00e8ve pour cette ann\u00e9e scolaire, selon le minist\u00e8re de l\u2019Education nationale (MEN).<\/p>\n<p><b>Hausse en vue.<\/b><\/p>\n<p>Les partenaires techniques et financiers (PTF) prennent en charge la subvention \u00e0 hauteur de 30% de l\u2019allocation totale de la caisse \u00e9cole dans le cadre du projet PAEB. Malgr\u00e9 cette contribution, le MEN a indiqu\u00e9 dans son communiqu\u00e9 que la caisse \u00e9cole octroy\u00e9e actuellement est encore insuffisante compte tenu des besoins de base de chaque \u00e9cole, de l\u2019augmentation de l\u2019effectif des \u00e9l\u00e8ves inscrits et des effets permanents de la Covid-19. Face \u00e0 cela, le MEN et le minist\u00e8re de l\u2019Economie et des Finances (MEF), toujours en collaboration avec la Banque Mondiale, sont en pleine r\u00e9vision des textes r\u00e9glementaires r\u00e9gissant la caisse \u00e9cole. Elle inclut entre autres l\u2019\u00e9tude des d\u00e9penses r\u00e9elles et \u00e9ligibles de l\u2019\u00e9cole, la mise en place d\u2019un syst\u00e8me de transfert de la caisse \u00e9cole bas\u00e9e sur un flux financier unique, simple, souple, s\u00e9curis\u00e9 et contr\u00f4l\u00e9. Un projet de d\u00e9cret sur la caisse \u00e9cole est ainsi en cours d\u2019\u00e9laboration.
