Africa-Press – Madagascar. <\/strong><\/span>Malgr\u00e9 le retard cons\u00e9cutif \u00e0 la crise sanitaire, le processus de modernisation de la douane malagasy avance \u00e0 grands pas. Les actions pour la r\u00e9alisation des 31 projets du plan strat\u00e9gique de la douane vont bon train.<\/p>\n

Une \u00e9tape d\u00e9cisive sera d\u2019ici peu franchi avec l\u2019effectivit\u00e9 du 100% scanning. Le compte \u00e0 rebours est lanc\u00e9 pour ce projet phare qui s\u2019inscrit dans la politique de facilitation des \u00e9changes.<\/p>\n

Deux premiers scanners<\/p>\n

Et avec du concret puisque les deux premiers scanners destin\u00e9s au scanning \u00e0 l\u2019import sont d\u00e9j\u00e0 arriv\u00e9s \u00e0 Madagascar. Ces mat\u00e9riels de d\u00e9tection ultramoderne sont destin\u00e9s au port de Toamasina. Deux autres scanners seront \u00e9galement install\u00e9s au m\u00eame port de Toamasina pour les marchandises \u00e0 l\u2019exportation. D\u2019autres seront d\u00e9ploy\u00e9s dans les autres sites douaniers. Le 100% scanning consiste, rappelons-le, \u00e0 scanner syst\u00e9matiquement tous les conteneurs \u00e0 l\u2019importation comme \u00e0 l\u2019exportation, avant le d\u00e9p\u00f4t de la d\u00e9claration. Les objectifs en sont de r\u00e9duire consid\u00e9rablement le d\u00e9lai de d\u00e9douanement allant jusqu\u2019\u00e0 3h et d\u2019am\u00e9liorer l\u2019efficacit\u00e9 du contr\u00f4le douanier. L\u2019objectif est \u00e9galement d\u2019avoir une visibilit\u00e9 dans l\u2019\u00e9valuation des risques aux fins de r\u00e9duire le d\u00e9lai de d\u00e9douanement et de bien orienter le contr\u00f4le. Le processus a par ailleurs le m\u00e9rite de d\u00e9sengorger le port et ses alentours en r\u00e9duisant les temps de passage des camions citerne. D\u2019 ici la fin de l\u2019ann\u00e9e 2022, le 100% scanning s\u2019\u00e9tendra dans toutes les zones effectuant des op\u00e9rations internationales.<\/p>\n

Digitalisation<\/p>\n

La douane malagasy continue par ailleurs le processus de digitalisation des services. Des mesures de facilitation qui seront, en tout cas, b\u00e9n\u00e9fiques aussi bien pour l\u2019administration douani\u00e8re que pour les usagers. Pour ces derniers une meilleure comp\u00e9titivit\u00e9 est attendue gr\u00e2ce \u00e0 la r\u00e9duction du d\u00e9lai de d\u00e9douanement. Les consommateurs b\u00e9n\u00e9ficieront \u00e9galement d\u2019une r\u00e9duction des co\u00fbts des marchandises \u00e0 l\u2019import. Toujours dans le domaine de la facilitation du commerce, la douane s\u2019attelle \u00e9galement \u00e0 la redynamisation du portail d\u2019information de l\u2019administration douani\u00e8re \u00e0 travers lequel le public peut s\u2019informer en temps r\u00e9el et faire directement une demande en ligne et de disposer des informations sur diff\u00e9rents domaines allant jusqu\u2019\u00e0 l\u2019obtention des divers types d\u2019 agr\u00e9ments. Sans oublier la mise en place du centre de surveillance et le renforcement du contr\u00f4le a posteriori qui font aussi partie des grands projets de facilitation du d\u00e9douanement.<\/p>\n
