{"id":77272,"date":"2026-04-08T22:28:06","date_gmt":"2026-04-08T22:28:06","guid":{"rendered":"https:\/\/www.africa-press.net\/malawi\/all-news\/k189bn-unpaid-as-medf-targets-defaulters-amid-failures"},"modified":"2026-04-08T22:32:59","modified_gmt":"2026-04-08T22:32:59","slug":"k189bn-unpaid-as-medf-targets-defaulters-amid-failures","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/malawi\/all-news\/k189bn-unpaid-as-medf-targets-defaulters-amid-failures","title":{"rendered":"K189bn Unpaid as Medf Targets Defaulters Amid Failures"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Malawi. <\/strong><\/span><b>The Malawi Enterprise Development Fund (Medf) is racing to recover a staggering K189 billion in unpaid loans after a 60-day ultimatum to defaulters expired on Monday\u2014laying bare what experts describe as a deeply broken and politicised public lending system.<\/b><\/p>\n<p>Medf Chief Executive Officer Kaisi Sadala confirmed in an interview that while a fraction of borrowers have begun settling their arrears, the overwhelming majority remain in default, forcing the State-owned lender to escalate recovery efforts.<\/p>\n<p>Sadala said Medf is now moving aggressively to enforce repayments, including seizing collateral from defaulters.<\/p>\n<p>\u201cThis is taxpayers\u2019 money and it must be recovered to ensure it can also benefit others,\u201d he said.<\/p>\n<p>But as Medf tightens the screws, governance and economic analysts are warning that the crisis runs far deeper than individual borrowers failing to pay\u2014pointing instead to systemic collapse in how the loans were issued and managed.<\/p>\n<p>Centre for Social Accountability and Transparency Executive Director Willy Kambwandira said the massive default should not come as a surprise, arguing that the entire system was compromised from the start.<\/p>\n<p>\u201cThe disbursement and recovery of these loans have been selectively and politically influenced,\u201d he said.<\/p>\n<p>\u201cWeak loan recovery is the predictable outcome of a system that lacked strict due diligence, enforceable collateral and visible consequences for default. This is not just individual failure\u2014it is an institutional failure.\u201d<\/p>\n<p>Kambwandira delivered a blunt assessment: loans under the previous National Economic Empowerment Fund (Neef) were treated less as financial obligations and more as political handouts.<\/p>\n<p>\u201cNeef loans were treated as entitlements rather than obligations, undermining the very purpose of empowerment financing,\u201d he said.<\/p>\n<p>The unfolding recovery battle comes just days after government relaunched Medf to replace Neef\u2014an attempt to reset and restore credibility to public development financing.<\/p>\n<p>At the launch, Minister of Finance Joseph Mwanamvekha struck a stern tone, warning that the era of politically influenced lending and casual defaults was over.<\/p>\n<p>\u201cThere will be no political favours and these are not entitlements. They are public resources entrusted to Malawians for productive use and they must be repaid fully and on time,\u201d he said.<\/p>\n<p>Mwanamvekha acknowledged that Neef had been crippled by weak loan appraisal systems, poor monitoring and widespread political interference\u2014factors that eroded both performance and public trust.<\/p>\n<p>The scale of the problem is stark.<\/p>\n<p>Government figures show that over K200 billion was disbursed under previous lending schemes, yet only about K20 billion has been recovered\u2014an unsustainable gap that has effectively turned empowerment financing into a fiscal burden.<\/p>\n<p>\u201cCan we continue doing that?
