Selon Antoine Glaser, journaliste sp\u00e9cialiste de l’Afrique de l’Ouest, il s’agit d’un effet d’annonce des militaires maliens destin\u00e9 \u00e0 calmer leurs voisins et l’Union europ\u00e9enne. Est-ce un signe d’apaisement de la part de la junte ? Samedi, les militaires au pouvoir au Mali ont publi\u00e9 un projet de loi expliquant que le chef actuel de la junte, le colonel Assimi Go\u00efta, ne pourrait pas \u00eatre candidat aux futures \u00e9lections pr\u00e9sidentielles.<\/p>\n

\u00ab\u00a0C’est un message qui est autant adress\u00e9 \u00e0 la soci\u00e9t\u00e9 civile qu’\u00e0 la C\u00e9d\u00e9ao et aux partenaires internationaux\u00a0\u00bb, d\u00e9crypte Antoine Glaser, journaliste sp\u00e9cialiste de l’Afrique et auteur du livre Le pi\u00e8ge africain de Macron (Fayard, 2021).<\/p>\n

Apr\u00e8s avoir renvers\u00e9 le gouvernement en 2020, le colonel Assimi Go\u00efta a \u00e9t\u00e9 investi pr\u00e9sident du Mali lors d’un second putsch en mai 2021. En d\u00e9cembre 2021, les militaires avaient \u00e9voqu\u00e9 la possibilit\u00e9 de prolonger l’actuelle transition de la junte de \u00ab\u00a0six mois \u00e0 cinq ans\u00a0\u00bb. Ils ont \u00e9galement renonc\u00e9 \u00e0 organiser les \u00e9lections initialement pr\u00e9vues le 27 f\u00e9vrier prochain.<\/p>\n

Chargement du lecteur… Depuis, la situation est tendue entre le Mali et ses voisins. D\u00e9but janvier, la Communaut\u00e9 \u00e9conomique des \u00c9tats d’Afrique de l’Ouest (C\u00e9d\u00e9ao) et l’Union \u00e9conomique et mon\u00e9taire ouest africaine (U\u00e9moa) ont pris des mesures \u00e9conomiques et diplomatiques \u00e0 l’encontre du Mali pour sanctionner l’intention de la junte de se maintenir au pouvoir encore plusieurs ann\u00e9es.<\/p>\n

D\u00e9but f\u00e9vrier, l’Union europ\u00e9enne a elle aussi d\u00e9cid\u00e9 d’imposer des sanctions visant cinq responsables maliens, dont le premier ministre de transition, Choguel Kokalla Ma\u00efga, accus\u00e9s de faire obstacle \u00e0 la transition politique dans le pays.<\/p>\n

L’annonce concernant la non-candidature de Go\u00efta \u00e0 la pr\u00e9sidence constituerait alors une signal d’apaisement venant d’un Mali isol\u00e9 sur la sc\u00e8ne internationale. \u00ab\u00a0C’est un message envoy\u00e9 aux Europ\u00e9ens disant : ‘vous pensez que je suis un chef putschiste qui va se maintenir au pouvoir. Non, je ne vais pas me maintenir au pouvoir’. La junte laisse entendre aux Europ\u00e9ens que le Mali va revenir dans un cadre constitutionnel acceptable\u00a0\u00bb, analyse Antoine Glaser. Faire de telles annonces est d’autant plus strat\u00e9gique pour Bamako. Le 17 f\u00e9vrier s’ouvre \u00e0 Bruxelles le sommet UE-Afrique.<\/p>\n

Faut-il craindre un coup de force d’Assimi Go\u00efta ?<\/b><\/p>\n

\u00ab\u00a0\u00c0 chaque fois, leur strat\u00e9gie repose sur les effets d’annonce. C’est eux qui cr\u00e9ent le happening. Ils prennent l’initiative politique. Ceci dit, il y a de plus en plus de critiques d’experts qui disent qu’il faut arr\u00eater de faire des \u00e9lections dans des pays o\u00f9 trois quarts du territoire ne sont pas controll\u00e9s par l’\u00c9tat\u00a0\u00bb, poursuit Antoine Glaser.<\/p>\n

Il y a une semaine, la junte a publi\u00e9 un autre projet de loi visant \u00e0 conforter le pouvoir d’Assimi Go\u00efta. Faut-il craindre une confiscation progressive du pouvoir par l’homme fort de Bamako ? Non, assure, Antoine Glaser, \u00ab\u00a0compte tenu de sa personnalit\u00e9, du fait qu’il ait pris le pouvoir et demand\u00e9 tout de suite au M5 [un mouvement d’opposition, NDLR] de nommer un premier ministre et choisi Choguel Kokalla Ma\u00efga, un id\u00e9ologue qui est ambitieux et qui se pr\u00e9sentera s’il le peut aux \u00e9lections.\u00a0\u00bb source: tv5monde<\/p>\n
