Africa-Press – Mali. <\/strong><\/span>Deux semaines apr\u00e8s l\u2019annonce du retrait d\u00e9finitif des troupes de Barkhane, le chef de l\u2019\u00c9tat fran\u00e7ais a d\u00e9cid\u00e9 de retirer les coop\u00e9rants fran\u00e7ais des minist\u00e8res maliens.<\/p>\n

Ils sont les petites mains invisibles qui aident et conseillent les autorit\u00e9s maliennes dans les diff\u00e9rents minist\u00e8res. D\u00e8s le 28 f\u00e9vrier, l\u2019ambassade de France devait s\u2019entretenir avec les autorit\u00e9s maliennes de la volont\u00e9 d\u2019Emmanuel Macron de retirer tous les coop\u00e9rants fran\u00e7ais en fonction dans les diff\u00e9rents minist\u00e8res maliens comme au sein de l\u2019\u00e9tat-major.<\/p>\n

Sentiment anti-fran\u00e7ais<\/b><\/p>\n

Ce mardi 1er mars, le diplomate fran\u00e7ais rencontrera \u00e9galement le colonel-major Daoud Aly Mohammedine, le ministre de la S\u00e9curit\u00e9 et de la Protection civile dont le minist\u00e8re compte plusieurs coop\u00e9rants. Si la mission de ces experts doit s\u2019achever dans les 48 heures, ils ont jusqu\u2019\u00e0 la fin du mois de mars pour plier bagage et rentrer en France. Cette d\u00e9cision a valeur de symbole : elle intervient en pleine crise entre Paris et Bamako, alors que la France vient d\u2019annoncer qu\u2019elle retirait ses troupes du Mali.<\/p>\n

Depuis plusieurs mois, les relations entre le Mali et la France engag\u00e9e militairement au Sahel, se sont fortement d\u00e9grad\u00e9es, et particuli\u00e8rement depuis le d\u00e9ploiement de mercenaires appartenant \u00e0 la n\u00e9buleuse russe Wagner. Une arriv\u00e9e qui n\u2019a gu\u00e8re rassur\u00e9 Paris qui, neuf ans apr\u00e8s avoir lanc\u00e9 l\u2019op\u00e9ration Serval, a \u00e9t\u00e9 contraint de se retirer militairement du pays.<\/p>\n

\u00ab En raison des multiples obstructions des autorit\u00e9s de transition maliennes, le Canada et les \u00c9tats europ\u00e9ens op\u00e9rant aux c\u00f4t\u00e9s de l\u2019op\u00e9ration Barkhane et au sein de la task force Takuba estiment que les conditions politiques, op\u00e9rationnelles et juridiques ne sont plus r\u00e9unies pour poursuivre efficacement leur engagement militaire actuel \u00bb, avait annonc\u00e9 la pr\u00e9sidence fran\u00e7aise dans un communiqu\u00e9 rendu public le 17 f\u00e9vrier dernier.<\/p>\n

Le 31 janvier, l\u2019ambassadeur de France au Mali, Jo\u00ebl Meyer, a \u00e9t\u00e9 somm\u00e9 de quitter Bamako. Mais selon nos informations, la d\u00e9cision de faire partir les coop\u00e9rants fran\u00e7ais avait \u00e9t\u00e9 prise par Paris auparavant. Le diplomate avait demand\u00e9 de \u00ab r\u00e9duire \u00bb le nombre d\u2019experts fran\u00e7ais dans le pays pour des \u00ab raisons de s\u00e9curit\u00e9 \u00bb. Selon des sources proches du dossier, ces d\u00e9parts devraient \u00e9galement toucher l\u2019Agence fran\u00e7aise de d\u00e9veloppement (AFD), dont le bureau \u00e0 Bamako compte une vingtaine de personnes.<\/p>\n

D\u00e9fiance<\/b><\/p>\n

\u00ab Depuis la mont\u00e9e du sentiment anti-fran\u00e7ais au Mali, une certaine d\u00e9fiance s\u2019est install\u00e9e entre les coop\u00e9rants et les autorit\u00e9s maliennes. Ces hommes sont suspect\u00e9s de faire de l\u2019espionnage au compte de la France, confie \u00e0 Jeune Afrique, une source diplomatique en fonction \u00e0 Bamako. L\u2019escalade diplomatique a fini par rompre la confiance entre les deux camps. \u00bb<\/p>\n

Si le d\u00e9part de ces experts s\u2019explique par le contexte de tension, force est de constater que ce retrait va engendrer un manque \u00e0 gagner pour les autorit\u00e9s maliennes. \u00ab Bamako n\u2019avait pas int\u00e9r\u00eat \u00e0 chasser ces experts, tr\u00e8s utiles pour eux.
