C\u2019est l\u2019exploit r\u00e9ussi par Makan Fily Dabo, l\u2019ex-ministre des Infrastructures et des Transports. Il a \u00e9t\u00e9 \u00e9pingl\u00e9 par le Coordinateur des comit\u00e9s syndicaux DAF, CPS, DFM de la Primature et de tous les minist\u00e8res. Nous avions donn\u00e9 l\u2019alerte le mois dernier.<\/b><\/p>\n<p>Dans une lettre ouverte adress\u00e9e au Premier ministre Moctar Ouane et \u00e0 toutes les autorit\u00e9s de la Transition, le Coordinateur des comit\u00e9s syndicaux DAF, CPS, DFM de la Primature et de tous les minist\u00e8res, Issa Synayoko, d\u00e9nonce l\u2019attribution dans des conditions jug\u00e9es ill\u00e9gales de certains projets routiers dont le montant leur conf\u00e8re un appel d\u2019offre national et international.<\/p>\n<p>Il s\u2019agit de Kayes-Sandar\u00e9 (135 km) pour un co\u00fbt de 85 milliards de F CFA, Dioro-Banakoro (45 Km) d\u2019un montant de 22, 798 milliards TTC et S\u00e9var\u00e9-Mopti (10 Km de voirie dont 5 km \u00e0 Mopti et du contournement de l\u2019a\u00e9roport de Mopti) pour 32, 601 milliards de F CFA. Ces march\u00e9s, selon M. Synayoko, d\u2019un montant total de 140 400 140 705 F CFA \u00ab ont \u00e9t\u00e9 attribu\u00e9s en catimini, en violation de la proc\u00e9dure de passation locale et sous-r\u00e9gionale \u00bb.<\/p>\n<p>Le Coordinateur Synayoko invite, par cons\u00e9quent, le Premier ministre \u00e0 retirer les avenants de ces march\u00e9s, qui selon lui, \u00ab rentrent purement et simplement dans le cadre de la corruption \u00bb.<\/p>\n<p>Nous avions servi de lanceur d\u2019alerte en avril dernier sur cette affaire de march\u00e9s de gr\u00e9 \u00e0 gr\u00e9 au minist\u00e8re des Infrastructures et des Transports. Dans notre parution n\u00b0 1956 du 13 avril 2021, nous titrions : \u00ab Routes Sandar\u00e9-Kayes, Banakoro-Dioro : odeurs de march\u00e9s de gr\u00e9 \u00e0 gr\u00e9 attribu\u00e9s \u00e0 Covec et EGMK \u00bb. A l\u2019\u00e9poque, tous nos efforts aux fins d\u2019investigation au minist\u00e8re des Infrastructures et des Transports ont \u00e9t\u00e9 but\u00e9s \u00e0 un mur de silence.<\/p>\n<p>Le march\u00e9 de la route Sandar\u00e9-Kayes a \u00e9t\u00e9 attribu\u00e9 \u00e0 l\u2019entreprise Covec-Mali. Il concerne la r\u00e9habilitation de cette voie sur le corridor Bamako-Dakar par le nord, pour une dur\u00e9e de 36 mois. L\u2019entreprise g\u00e9n\u00e9rale Mamadou Konat\u00e9 (EGK) s\u2019adjuge les deux autres (Banakoro-Dioro et S\u00e9var\u00e9-Mopti).<\/p>\n<p>Le minist\u00e8re des Infrastructures et des Transports a juste conclu une entente directe avec ces entrepreneurs maliens et chinois pour faire passer les march\u00e9s au niveau de la DGMP avec l\u2019aval du minist\u00e8re de l\u2019Economie et des Finances. Lesdits march\u00e9s ont fini par \u00eatre adopt\u00e9s en conseil des ministres.<\/p>\n<p>Le Coordinateur Sinayoko accuse le minist\u00e8re des Infrastructures et des Transports \u00ab de gestion calamiteuse des projets routiers \u00bb. Ce que nous avions d\u2019ailleurs \u00e9crit en \u00e9voquant le profil de Makan Fily Dabo, qui a blanchi sous le harnais depuis une quinzaine d\u2019ann\u00e9es \u00e0 diff\u00e9rents postes, dans ce d\u00e9partement o\u00f9 les march\u00e9s publics constituent en m\u00eame temps la caverne d\u2019Ali Baba.<\/p>\n<p><b>Un ministre abonn\u00e9 aux scandales ?<\/b><\/p>\n<p>Les scandales n\u2019en finissent pas de tomber sur la t\u00eate de Makan Fily Dabo. Depuis le mardi 18 mai 2021, il est accabl\u00e9 par des informations r\u00e9currentes relatives \u00e0 des d\u00e9cisions d\u2019affectations et de nominations d\u2019agents de son minist\u00e8re, qui sont post\u00e9rieures au 14 mai 2021, date de dissolution du gouvernement.<\/p>\n<p>Les d\u00e9cisions en cause sont le n\u00b0 2021-0090\/MTI-SG du 14 mai 2021 portant affectation d\u2019agents \u00e0 la direction des Transports terrestres, maritimes et fluviaux et le n\u00b0 0089\/MTI-SG portant nomination des chefs de section \u00e0 la direction nationale des Transports terrestres, maritimes et fluviaux. Elles ont toutes les deux \u00e9t\u00e9 enregistr\u00e9es le lundi 17 mai au courrier arriv\u00e9 de de la direction.<\/p>\n<p>Des actes qui placent l\u2019ex-ministre au c\u0153ur des suspicions dans la mesure o\u00f9 sa signature n\u2019a aucune force l\u00e9gale au moment o\u00f9 le gouvernement est d\u00e9mis.<\/p>\n<p><b>Abdrahamane Dicko<\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Mali.
