{"id":19364,"date":"2022-05-24T21:25:03","date_gmt":"2022-05-24T21:25:03","guid":{"rendered":"https:\/\/www.africa-press.net\/mali\/politique\/la-greve-des-pompistes-ou-la-crise-dans-la-crise-dhydrocarbures"},"modified":"2022-05-24T22:26:27","modified_gmt":"2022-05-24T22:26:27","slug":"la-greve-des-pompistes-ou-la-crise-dans-la-crise-dhydrocarbures","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mali\/homepage-french\/la-greve-des-pompistes-ou-la-crise-dans-la-crise-dhydrocarbures","title":{"rendered":"La gr\u00e8ve des pompistes ou la crise dans la crise d\u2019hydrocarbures"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mali. <\/strong><\/span>La crise d\u2019hydrocarbures continue de battre son plein et pourrait, selon toute vraisemblance, s\u2019\u00e9tendre de la p\u00e9nurie de gasoil \u00e0 celle de l\u2019essence jusqu\u2019ici \u00e9pargn\u00e9e.<\/p>\n<p>Il s\u2019agit certes d\u2019un ph\u00e9nom\u00e8ne \u00e0 l\u2019\u00e9chelle mondiale, mais qui rev\u00eat \u00e9galement une dimension et la particularit\u00e9 malienne suivantes : au Mali, en effet, la p\u00e9nurie se situe \u00e9galement au niveau de la difficult\u00e9 d\u2019arrimer les prix \u00e0 la pompe avec le cours mondial des hydrocarbures.<\/p>\n<p>Longtemps r\u00e9siliants, les importateurs interrog\u00e9s disent ne plus supporter les sacrifices que leur imposent les autorit\u00e9s pour ne pas avoir \u00e0 affronter la grogne que pr\u00e9figure une \u00e9ventuelle nouvelle hausse des prix avec son corollaire de r\u00e9percussions sur les transports urbains et interurbains, les co\u00fbts de production, la desserte d\u2019eau et d\u2019\u00e9lectricit\u00e9, etc.<\/p>\n<p>De cette hausse des prix pourrait pourtant d\u00e9pendre une probl\u00e9matique ayant amplifi\u00e9 la crise par-del\u00e0 les complications induites \u00e0 l\u2019embargo. Il s\u2019agit notamment de la gr\u00e8ve des pompistes.<\/p>\n<p>Sans \u00eatre \u00e0 l\u2019origine de l\u2019approvisionnement d\u00e8s stocks nationaux d\u2019hydrocarbures, la cessation de travail par ses acteurs essentiels de la cha\u00eene aura pes\u00e9 de tout son poids dans les d\u00e9sagr\u00e9ments r\u00e9cemment caus\u00e9s aux consommateurs ordinaires d\u2019hydrocarbures.<\/p>\n<p>Les gr\u00e9vistes ont finalement repris du service apr\u00e8s pr\u00e8s d\u2019une semaine d\u2019absence dans les stations-services, mais un d\u00e9nouement durable de leurs revendications passe in\u00e9luctablement par une reconsid\u00e9ration des prix \u00e0 la pompe.<\/p>\n<p>Toutes choses que les autorit\u00e9s actuelles semblent avoir du mal \u00e0 entendre. Et si la lev\u00e9e de l\u2019embargo d\u00e9range plus qu\u2019elle n\u2019arrange Les pourparlers entre le Mali et la CEDEAO sont entr\u00e9s dans une phase d\u2019intrigant immobilisme.<\/p>\n<p>En d\u00e9pit de la mobilisation de ressources ext\u00e9rieures de plus haut niveau comme la diplomatie togolaise, les lignes ne semblent gu\u00e8re bouger. En cause, une intransigeance de part et d\u2019autre qui ne semble d\u00e9ranger outre mesure la partie demanderesse de la m\u00e9diation de Faure Gnassimb\u00e9.<\/p>\n<p>Et pour cause, une lev\u00e9e de l\u2019embargo est peut-\u00eatre moins bienvenue que du temps o\u00f9 les Maliens n\u2019avaient pas encore d\u00e9velopp\u00e9 une capacit\u00e9 de r\u00e9silience et une habilet\u00e9 de contournement des obstacles inh\u00e9rents aux sanctions sous-r\u00e9gionales. \u00c7a n\u2019est pas tout.<\/p>\n<p>Il n\u2019est pas exclu que l\u2019embargo soit consid\u00e9r\u00e9 aujourd\u2019hui comme le paravent le plus efficace contre le front social dont la plupart des composantes s\u2019\u00e9taient engag\u00e9es pour un moratoire revendicatif, en guise de solidarit\u00e9 \u00e0 la Transition dans le bras-de-fer que lui opposent les communaut\u00e9s internationale et sous-r\u00e9gionale.<\/p>\n<p>Il va sans dire qu\u2019une lev\u00e9e des restrictions pourrait sonner une subite r\u00e9ouverture de la bo\u00eete de Pandore syndicaliste annonc\u00e9e du reste par une r\u00e9cente sortie de l\u2019UNTM aussi vicieuse que r\u00e9v\u00e9latrice d\u2019un bellicisme syndical en gestation.<\/p>\n<p>Et dire que le ton a \u00e9t\u00e9 d\u00e9j\u00e0 donn\u00e9 par les syndicats signataires du 16 octobre avec une cessation de travail motiv\u00e9e par des primes d\u2019avancement en souffrance estim\u00e9es \u00e0 plusieurs milliards, alors que les acquis de l\u2019article 36 n\u2019attendent que la lev\u00e9e de l\u2019embargo pour \u00eatre r\u00e9clam\u00e9s.<\/p>\n<p><strong>Pour plus d&rsquo;informations et d&rsquo;analyses sur la <a href=\"https:\/\/www.africa-press.net\/mali\">Mali<\/a>, suivez <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Mali.
