Africa-Press – Mali. <\/strong><\/span>Les participants ont adopte\u0301 139 recommandations dont le rele\u0300vement de la valeur du point d\u2019indice de 400 a\u0300 500 Fcfa, la re\u0301vision de cette valeur tous les 5 ans et l\u2019harmonisation, la rationalisation des primes et indemnite\u0301s. La cre\u0301ation du Conseil national du dialogue social fait aussi partie des re\u0301solutions de la rencontre<\/p>\n

Les rideaux sont tombe\u0301s, samedi dernier, sur la Confe\u0301rence sociale au Centre international de confe\u0301rences de Bamako. Comme a\u0300 l\u2019ouverture, c\u2019est le Premier ministre par inte\u0301rim, le colonel Abdoulaye Mai\u0308ga, qui a pre\u0301side\u0301 la clo\u0302ture des travaux. C\u2019e\u0301tait en pre\u0301sence de plusieurs membres du gouvernement et d\u2019autres personnalite\u0301s.<\/p>\n

Cette rencontre de six jours visait a\u0300 identifier les moyens et me\u0301canismes permettant d\u2019aboutir a\u0300 une stabilite\u0301 sociale. L\u2019exercice a permis aux participants d\u2019adopter 139 recommandations. Parmi lesquelles, le rele\u0300vement de la valeur du point d\u2019indice de 400 a\u0300 500 Fcfa, la re\u0301vision de cette valeur tous les 5 ans y compris l\u2019harmonisation et la rationalisation des primes et indemnite\u0301s, les ramener a\u0300 des niveaux acceptables et soutenables par le budget d\u2019E\u0301tat.<\/p>\n

Les recommandations portent e\u0301galement sur l\u2019organisation des e\u0301lections professionnelles de repre\u0301sentativite\u0301 syndicale, l\u2019acce\u0301le\u0301ration du processus d\u2019adoption du Pacte de stabilite\u0301 sociale, l\u2019acce\u0301le\u0301ration de la cre\u0301ation du Conseil national du dialogue social, la de\u0301termination des crite\u0300res d\u2019e\u0301ligibilite\u0301 des responsables syndicaux et l\u2019e\u0301laboration d\u2019une politique nationale de re\u0301mune\u0301ration des agents de l\u2019e\u0301tat. La confe\u0301rence a propose\u0301 de ramener l\u2019Institut national de pre\u0301voyance sociale (INPS) et la Caisse malienne de se\u0301curite\u0301 sociale (CMSS) au ministe\u0300re du Travail, de la Fonction publique et du Dialogue social.<\/p>\n

Parmi les recommandations, on retient la relecture du Code du travail pour clarifier la proce\u0301dure de cre\u0301ation des syndicats de base, des syndicats nationaux et des centrales syndicales, le respect de la liberte\u0301 syndicale et l\u2019inte\u0301gration des questions de performance, de compe\u0301titivite\u0301 et de productivite\u0301 dans les sujets et ne\u0301gociations collectives. Il faut ajouter l\u2019harmonisation de l\u2019accompagnement du de\u0301part a\u0300 la retraite du secteur public avec celui du secteur prive\u0301.<\/p>\n

Les participants ont aussi souhaite\u0301 que tous les statuts autonomes non constitutionnels soient ramene\u0301s au statut ge\u0301ne\u0301ral en pre\u0301voyant les statuts particuliers chaque fois que de besoin. Et aussi ramener tous les concours d\u2019entre\u0301e a\u0300 la Fonction publique au Centre national des concours de la Fonction publique y compris les concours d\u2019entre\u0301e a\u0300 l\u2019E\u0301cole nationale d\u2019administration (ENA) excepte\u0301 ceux des statuts autonomes.<\/p>\n

BESOIN D\u2019UNE TRE\u0300VE SOCIALE- Le Premier ministre par inte\u0301rim a indique\u0301 qu\u2019en tenant cette confe\u0301rence, les participants ont initie\u0301 la concre\u0301tisation de la vision novatrice du pre\u0301sident de la Transition portant sur la restauration d\u2019un apaisement durable du climat social. \u00aba\u0300 travers vos recommandations vous venez de donner corps a\u0300 l\u2019axe 4 du Programme d\u2019action du gouvernement qui a pour objectif notamment d\u2019assurer la stabilite\u0301 sociale\u00bb, a affirme\u0301 le colonel Abdoulaye Mai\u0308ga. Et d\u2019ajouter que notre pays a besoin d\u2019une tre\u0302ve sociale afin de re\u0301ussir le chantier ambitieux de la refondation. Le Premier ministre par inte\u0301rim a promis que le gouvernement jouera sa partition pour re\u0301ussir les conditions favorables a\u0300 la signature de cette tre\u0302ve.<\/p>\n

Pour sa part, la ministre du Travail, de la Fonction publique et du Dialogue social a salue\u0301 les de\u0301bats francs et constructifs qui ont pre\u0301valu a\u0300 cette confe\u0301rence. Elle a annonce\u0301 que les recommandations issues de ces travaux vont favoriser l\u2019e\u0301laboration d\u2019un Pacte de stabilite\u0301 sociale par une commission tripartite constitue\u0301e d\u2019experts, du gouvernement et des partenaires sociaux qui sera mise en place sans de\u0301lai.<\/p>\n

Selon Mme Diawara Aoua Paul Diallo, ces experts auront e\u0301galement la charge d\u2019e\u0301laborer un plan d\u2019actions qui permettra de garantir la mise en \u0153uvre efficiente de ces recommandations. \u00abTout comme nous avons \u0153uvre\u0301 pour la tenue de cette confe\u0301rence, c\u2019est ensemble de fac\u0327on tripartite que nous allons assurer le suivi de la mise en \u0153uvre des recommandations consensuelles\u00bb, a-t-elle assure\u0301. Avant de rendre hommage au Bureau international du travail (BIT) pour avoir aide\u0301 a\u0300 la re\u0301ussite de cette initiative.<\/p>\n

Les repre\u0301sentants du Conseil national du patronat du Mali (CNPM) et des centrales syndicales se sont re\u0301jouis de la re\u0301ussite de cette rencontre. Ils ont insiste\u0301 sur la mise en application des recommandations.<\/p>\n
