Africa-Press<\/a> – Mali<\/a>. <\/strong><\/span>La Coordination des mouvements de l\u2019Azawad (CMA), l\u2019ex-r\u00e9bellion \u00e0 dominante touareg dans le nord du Mali, a d\u00e9plor\u00e9 dimanche des \u201cr\u00e9sultats pas satisfaisants\u201d de l\u2019accord de paix sign\u00e9 il y a six ans avec le gouvernement et en a imput\u00e9 la responsabilit\u00e9 aux pr\u00e9c\u00e9dents dirigeants. La CMA, alliance compos\u00e9e essentiellement d\u2019anciens groupes arm\u00e9s ind\u00e9pendantistes touareg et nationalistes arabes qui ont combattu les forces maliennes dans le nord \u00e0 partir de 2012, avait sign\u00e9 cet accord de paix en 2015 avec le gouvernement malien et une coalition de groupes arm\u00e9s loyale envers le pouvoir, la Plateforme.Les jihadistes qui avaient d\u2019abord combattu avec les rebelles touareg et arabes avant de se retourner contre eux ne sont pas concern\u00e9s par l\u2019accord, et ont depuis \u00e9tendu leurs agissements au centre du pays et au Burkina Faso et Niger voisins.La tourmente a depuis 2012 fait des milliers de morts et des centaines de milliers de d\u00e9plac\u00e9s, malgr\u00e9 l\u2019intervention de forces onusiennes, africaines et fran\u00e7aises. L\u2019accord dit d\u2019Alger, pour avoir \u00e9t\u00e9 n\u00e9goci\u00e9 dans la capitale alg\u00e9rienne, est consid\u00e9r\u00e9 par les partenaires du Mali comme un facteur capital pour stabiliser le pays.Or, en dehors de la cessation des hostilit\u00e9s entre les signataires, la mise en oeuvre des principales dispositions politiques de l\u2019accord (r\u00e9gionalisation, d\u00e9veloppement, r\u00e9conciliation) se fait toujours attendre.Six ans apr\u00e8s, \u201cles r\u00e9sultats ne sont pas satisfaisants\u201d, a d\u00e9clar\u00e9 lors d\u2019une conf\u00e9rence de presse \u00e0 Bamako Mohamed Maouloud Ould Ramadane, un porte-parole de la CMA, citant notamment \u201cles volets politique, institutionnel\u201d et l\u2019op\u00e9ration DDR (d\u00e9sarmement, d\u00e9mobilisation et r\u00e9insertion des combattants).\u201dLa faute incombe au gouvernement. Le gouvernement pr\u00e9c\u00e9dent de IBK (Ibrahim Boubacar Ke\u00efta, renvers\u00e9 le 18 ao\u00fbt par les militaires) a voulu jouer au dilatoire\u201d, a-t-il dit.Il a \u00e9galement mis en cause l\u2019\u00e9quipe du pr\u00e9sident de transition Bah Ndaw, et son Premier ministre Moctar Ouane, renvers\u00e9e le 24 mai par les colonels auteurs de deux putschs en neuf mois.\u201dL\u2019actuel Premier ministre malien Choguel (Kokkala) Ma\u00efga, qui \u00e9tait avant sa nomination farouchement contre l\u2019accord de paix d\u2019Alger, a parl\u00e9 \u00e0 sa nomination d\u2019application +intelligente de l\u2019accord+. On ne sait pas ce qu\u2019il veut dire\u201d, a-t-il poursuivi.M.
