Depuis le lancement des travaux, \u00e0 deux ann\u00e9es du terme du premier mandat d\u2019IBK, le ma\u00eetre d\u2019\u0153uvre peine \u00e0 venir \u00e0 d\u2019une cinquantaine de kilom\u00e8tres de voie bitum\u00e9e. Les travaux se sont visiblement arr\u00eat\u00e9s \u00e0 Safo sans aucune explication aux usagers et riverains qui ont h\u00e2te de voir le bout du tunnel. Au lieu de quoi, l\u2019entreprise charg\u00e9e de sa r\u00e9alisation a tir\u00e9 profit du renversement de l\u2019ancien r\u00e9gime pour s\u2019offrir le droit de tra\u00eener les pieds au grand dam de riverains expos\u00e9s aux d\u00e9sagr\u00e9ments li\u00e9s au chantier. En vertu notamment d\u2019un avenant sans incidence financi\u00e8re requis et obtenu aupr\u00e8s des autorit\u00e9s de la Transition aussit\u00f4t install\u00e9es. Le hic est que les huit mois accord\u00e9s au ma\u00eetre d\u2019\u0153uvre en conseil des Ministres se sont \u00e9coul\u00e9s depuis quelques semaines sans qu\u2019on voit la moindre trace de reprise des travaux. Les machines disparues du chantier n\u2019ont pas r\u00e9apparu et aucune autorit\u00e9 ne semble s\u2019en soucier comme si l\u2019avenant temporel tenait \u00e9tait un abandon d\u00e9finitif d\u2019un chantier pour lequel l\u2019Etat malien a consenti des dizaines de milliards.<\/p>\n<p><b>Quid du respect strict des mesures barri\u00e8res ?<\/b><\/p>\n<p>Pendant que les diff\u00e9rents variants du Covid-19 provoquent des vagues meurtri\u00e8res \u00e0 travers le monde, le p\u00e9ril de la pand\u00e9mie est pris \u00e0 la l\u00e9g\u00e8re par les citoyens maliens ainsi que par les hautes autorit\u00e9s du pays. Les uns s\u2019illustrent par un rel\u00e2chement sans pr\u00e9c\u00e9dent depuis le d\u00e9but de l\u2019\u00e9pid\u00e9mie et les autres par une permissivit\u00e9 qui s\u2019y pr\u00eate selon toute \u00e9vidence. En effet, au m\u00e9pris des prescriptions par elle-m\u00eame \u00e9dict\u00e9es, les mesures-barri\u00e8res sont rel\u00e9gu\u00e9es aux calendes et la pand\u00e9mie est d\u00e9fi\u00e9e par des rassemblements de masse \u00e0 nulle autre pareille, lesquels ne subissent des restrictions ou interdictions que pour les seules voix discordantes, contestataires ou politiquement hostiles aux pouvoirs. Mariages, manifestations de jouissance et meetings politiques ont repris du terrain et se r\u00e9installent dans les habitudes sans limite en rapport avec la distanciation ni le port de masque, etc. N\u00e9anmoins, le dernier conseil des Ministres a donn\u00e9 l\u2019occasion au nouveau pr\u00e9sident de la Transition d\u2019exprimer des pr\u00e9occupations quant \u00e0 la persistance de la menace pand\u00e9mique. Il a notamment rappel\u00e9 la n\u00e9cessit\u00e9 d\u2019observer les mesures barri\u00e8res en d\u00e9pit des indicateurs plut\u00f4t encourageants sur l\u2019\u00e9volution de la pand\u00e9mie.
