An award of certificate ceremony was organised, yesterday, at the Caudan Arts Centre in Port Louis, for newly designated Training Managers who successfully completed the one and a half day ‘Training Course for Training Managers’, offered by the Civil Service College Mauritius.

The Minister of Public Service, Administrative and Institutional Reforms, Mr Teeruthraj Hurdoyal, and other personalities, were present on this occasion.

The objectives of the course were to: develop a sound understanding of the process of the training needs assessment and skills auditing; use the different tools and techniques to conduct a training needs assessment; and develop a strategic training plan. In his address, Minister Hurdoyal highlighted that his Ministry had continuously committed significant resources to the training of Public Officers.

He pointed out that, as mentioned in the Pay Research Bureau (PRB) report 2021, training was universally recognised as a critical component of human resource development and remained one of the main concerns of management to sustain employees’ continuous growth.

According to him, it also aimed at improving the performance and productivity of staff and ensured that public sector employees had the relevant skills, knowledge and commitment to change entrenched mindset.

The Minister underscored that it was essential for the public service to be attuned to the prevailing fast changing environment by requiring Public Officers to acquire new skills and attitudes throughout their careers while bringing about the right orientation.

“As such,” he observed, “the Training Managers, who are not below the grade of Assistant Manager Human Resource, will be responsible for the implementation of training and development so as to equip Public Officers with the required skills, knowledge and competences.

Mr Hurdoyal called upon the newly designated Training Managers to work towards upgrading the skills and competences of Public Officers operating in their Ministry or Department.

“You are expected to interact constantly with different Heads of units and sections to identify skills gap and to identify areas of new skills and competences required to tackle issues and new challenges,” he stated.

Furthermore, he underlined that the training programme would help the Training Managers to: change their work practices; improve on Training Needs Analysis exercises; better implement, monitor and evaluate training; better organise, plan and mount training courses; and contribute to enabling Public Officers to perform more effectively and efficiently.
