{"id":10119,"date":"2022-02-07T09:23:45","date_gmt":"2022-02-07T09:23:45","guid":{"rendered":"https:\/\/www.africa-press.net\/mauritius\/all-news\/south-africas-decimated-electronics-sector-could-benefit-from-the-afcfta-patel"},"modified":"2022-02-10T20:11:19","modified_gmt":"2022-02-10T20:11:19","slug":"south-africas-decimated-electronics-sector-could-benefit-from-the-afcfta-patel","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mauritius\/all-news\/south-africas-decimated-electronics-sector-could-benefit-from-the-afcfta-patel","title":{"rendered":"South Africa\u2019s \u2018decimated\u2019 electronics sector could benefit from the AfCFTA \u2013 Patel"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mauritius. <\/strong><\/span>In a wide-ranging interview on the sidelines of the Intra-African Trade Fair, Patel gives The Africa Report insights about his thinking on how South African development finance institutions (DFIs) can fit into the continental trade agreement.<\/p>\n<p>The minister also speaks about where opportunities lay in the agreement for his country and about his ministry\u2019s partners in government with regards to making the AfCFTA effective.<\/p>\n<p>\u201cThey [DFIs] absolutely have a role to play.<\/p>\n<p>The Development Bank of Southern Africa can play a big role in infrastructure funding in South Africa to ensure that we have the platforms [and] \u2026 between countries,\u201d says Patel, who explains that \u201cto facilitate trade, a lot of infrastructure needs to be cross border.<\/p>\n<p>You can\u2019t have a brilliant road in one country and terrible road infrastructure in a neighbouring country. \u201d The Industrial Development Corporation (IDC), already an investor in the rest of the continent on projects that facilitate industrial development including ports and airports, has scope within the AfCFTA.<\/p>\n<p>We are entering a period where companies must go beyond their comfort zones and enter new markets. \u201cIn the DRC [Democratic Republic of the Congo], for example, it\u2019s [IDC] invested in a tin mine.<\/p>\n<p>A lot of the capital equipment and goods come from South Africa. There are ways in which these [investments] can be structured to benefit both the countries that the IDC invests in and South Africa,\u201d says Patel.<\/p>\n<p>Patel envisages that the Export Credit Insurance Corporation (ECIC), a risk-based insurer, will be instrumental in ensuring that South African exporters venture into new markets beyond their comfort zones.<\/p>\n<p>\u201cWe are focusing it [ECIC] more and more on the continent to enable South African exporters to have some risk cover. We are entering a period where companies must go beyond their comfort zones and enter new markets.<\/p>\n<p>New markets come with risks \u2026 [Exporters] may well need the support of the export insurance corporation,\u201d Patel says. Risks and rewards On the technical side of the AfCFTA, a pressing issue is customs harmonisation throughout the continent.<\/p>\n<p>Patel tells The Africa Report that within the AfCFTA, all the customs authorities from the different countries throughout the region meet regularly. Nonetheless, Patel says: \u201cIt [customs harmonisation] is one of the biggest challenges that all countries will have to face.<\/p>\n<p>We have potentially porous borders. You have challenges with under-invoicing, misdeclaration and ignoring rules of origin. It\u2019s going to be a key area in future.<\/p>\n<p>\u201d His assessment is that \u201cwe are not going to overcome all the potential problems of customs administration overnight. \u201d<\/p>\n<p>On the other side of the challenges that come with free trade lie \u201cenormous opportunities\u201d, according to the South African minister. \u201cWe\u2019ve identified food processing as one important area.<\/p>\n<p>South Africa is a large sugar producer on the continent. C\u00f4te D\u2019Ivoire is a significant producer of cocoa. There are African countries that are big milk producers.<\/p>\n<p>Those are three ingredients required for the production of chocolates. \u2026 we are looking at regional value chains in which each trading partner can find a niche to focus on and they seek to develop.<\/p>\n<p>\u201cMost quality chocolates, however, are not produced on the African continent but in Europe. Here\u2019s an opportunity for us to help build \u2026 African chocolate-making through collaboration. \u201d<\/p>\n<p>On the industrial products side, where the biggest value is added, South Africa is a significant producer of cars. \u201c\u2026 We sell more cars [to] \u2026 Europe than in the rest of the continent. The AfCFTA is an opportunity for us to address the demand challenges on the continent. \u201d<\/p>\n<p>Patel identified the prevalence of second-hand car imports to Africa from Asia, Europe and the Americas as the biggest dampener on demand and inhibitor to the region growing its new car market.<\/p>\n<p>Furthermore, South Africa\u2019s equipment manufacturers can provide capital goods for businesses elsewhere on the continent. The country\u2019s \u201cdecimated\u201d electronics sector could also benefit from the AfCFTA.<\/p>\n<p>\u201cWe are rebuilding parts of it now. The \u2026 [AfCFTA] market provides a big opportunity,\u201d Patel says.<\/p>\n<p>\u201cWe also need to recognise that other African countries want to see opportunity.<\/p>\n<p>For that reason, we are looking at regional value chains in which each trading partner can find a niche to focus on and they seek to develop,\u201d he says. Patel\u2019s partners at home<\/p>\n<p>Within the South African government, Patel\u2019s portfolio works closely with the department of international relations and co-operation \u201cbecause they have the ambassadorial capability throughout the continent to enable transactions to be facilitated.<\/p>\n<p>\u201d In addition, the trade ministry collaborates with infrastructure departments and public entities.<\/p>\n<p>Together, \u201cwe are working on how to ensure that the logistics challenges moving goods around are addressed,\u201d he says. The department of agriculture is also a key collaborator.<\/p>\n<p>\u201cBut the big partner for us is the private sector,\u201d says Patel.<\/p>\n<p>\u201c[It is] our ordinary businesses in South Africa from small to large.<\/p>\n<p>\u201cAt this Intra-African Trade Fair, we\u2019ve put in some small and medium-sized businesses \u2026 [to] showcase their products.<\/p>\n<p>\u2026 [We did that] to indicate it\u2019s not only the large exporters, which can benefit from the free trade area.<\/p>\n<p>I must point out, though, that our large exporters are significant employers of labour.
