Can the people save it?"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mauritius. <\/strong><\/span>Over the past few decades, <a href=\"https:\/\/africanarguments.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;org\/category\/african-arguments\/country\/southern\/mauritius\/\">Mauritius<\/a> has built a glowing international reputation.<br \/>\nIt is regarded as one of the best managed democracies in Africa, as a place to do business, and as a country where the rule of law is upheld. However, recent reports have begun to challenge this \u201cpicture perfect\u201d image.<br \/>\nMost notably, Mauritius was put on the European Union\u2019s <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;rfi.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;fr\/en\/africa\/20200612-danger-looms-for-mauritius-destined-for-eu-money-laundering-blacklist-economy-covid-19\">blacklist<\/a> for money laundering and terrorist financing last year, jeopardising trust in the country and potentially undermining its <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;fscmauritius.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;org\/en\/statistics\/contribution-direct-indirect-of-global-business-sector-to-gdp\">financial services sector<\/a>.<br \/>\nThen, earlier this year, Mauritius was listed alongside the likes of Brazil, India and Turkey as one of the world\u2019s \u201c<a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;v-dem.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;net\/files\/25\/DR%202021.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;pdf\">top ten autocratising countries<\/a>\u201d between 2010 and 2020 in a report by the V-Dem Institute.<br \/>\nWhat\u2019s behind this fall from grace of a country recently considered a textbook for success? A key moment in Mauritius\u2019 democratic decline were the 2019 general elections.<br \/>\nThe island\u2019s previous eleven elections had typically been well-managed, but this poll was fraught with allegations of irregularities and unfair practices.<br \/>\nThese ranged from inconsistencies in the electoral register, to marked ballots being found outside counting centres, to widespread allegations of fraud and bribery.<br \/>\nOne of the respondents interviewed for the Westminster Foundation for Democracy <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;wfd.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;org\/wp-content\/uploads\/2020\/10\/Cost-of-Parliamentary-Politics-in-MauritiusWEB-FINAL.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;pdf\">described<\/a> how \u201cfor the first time in my political career, I have witnessed so much money in circulation. Big means were used. Millions of Mauritian rupees were laundered. In each constituency, vast amounts of money were used. \u201d<\/p>\n<p>The ruling Militant Socialist Movement (MSM) and Prime Minister Pravind Jugnauth were officially returned to power, but opposition parties <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;lexpress.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;mu\/article\/366086\/petition-electorale-lintegralite-petition-navin-ramgoolam\">filed<\/a> ten petitions in the Supreme Court contesting the validity and credibility of the results. 18 months later, the court is still yet to make its ruling.<\/p>\n<p>In some ways, the disputed elections were a sign of things to come. After winning the elections, the MSM-led government quickly signalled its unwillingness to tolerate dissent.<\/p>\n<p>To begin with, the party ran roughshod over the long-standing tradition that the Speaker of Parliament is selected in consultation with the opposition. Instead, the party used its majority to install MSM loyalist Sooroojdev Phokeer, who has acted with little impartiality since.<br \/>\nIn 2020, the speaker expelled or suspended opposition MPs 14 times for asking questions about <a href=\"https:\/\/defimedia.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;info\/pnq-angus-road-enflamme-une-nouvelle-fois-lhemicycle\">corruption allegations<\/a> linked to Jugnauth or the then <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;zinfos-moris.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;com\/Scandale-a-la-centrale-de-St-Louis-L-opposition-demande-la-demission-de-Ivan-Collendavelloo_a15447.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;html\">deputy prime minister<\/a>.<br \/>\nThen, this March, Phokeer went even further by indefinitely <a href=\"https:\/\/business.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;mega.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;mu\/2021\/03\/31\/travaux-parlementaires-trois-elus-suspendus-indefiniment-sauf\/\">suspending<\/a> three MPs who protested his decision to withdraw from the Hansard and delete footage of a question an opposition member had asked the previous week.<br \/>\nThese elected officials will be barred from participating in parliament or voting until 2024 unless they tender \u201cunreserved apologies\u201d. This situation is unprecedented and has <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;lexpress.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;mu\/node\/391376\">shocked<\/a> many.<br \/>\nOther supposedly independent institutions have also been accused of bias. The Independent Commission Against Corruption (ICAC), Independent Broadcasting Authority (IBA) and Police have avoided investigating those close to power.<\/p>\n<p>Meanwhile, the National Audit Office (NAO) has <a href=\"https:\/\/nao.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;govmu.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;org\/Documents\/Reports\/2019_20\/AR_2019_20_Mauritius.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;pdf\">complained<\/a> of restrictions in its attempts to conduct its 2019-2020 audit, saying it \u201chad to deal with situations where NAO officers either could not have access to records or such access was simply denied\u201d.<\/p>\n<p>The auditors did, however, have enough information to raise serious concerns about government spending. Corruption, nepotism and cronyism have always existed in Mauritius, but the COVID-19 pandemic has taken them to another level.<\/p>\n<p>According to the NAO, \u201cmedical disposables to the tune of Rs 850 million [$21 million] were purchased from private companies which had no previous dealings with the Ministry of Health and Wellness (MOHW) in such goods.<\/p>\n<p>The average prices paid for some medical disposables were up to 67 times higher than the last price paid for. \u201d Many in Mauritius are also concerned by what they see as a creeping surveillance state.<br \/>\nFinanced by a $350 million loan from the China EXIM bank, the government launched the Mauritius Safe City Project (MSCP) in December 2019, installing <a href=\"https:\/\/defimedia.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;info\/projet-safe-city-la-gestion-des-donnees-inquiete-xavier-luc-duval\">4,000 CCTV cameras<\/a> across the island.<br \/>\nThese are accessible by the Police, which falls under the purview of the Prime Minister\u2019s Office. The ruling party also recently published <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;icta.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;mu\/docs\/2021\/Social_Media_Public_Consultation.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;pdf\">proposed amendments<\/a> to the ICT Act \u201cto effectively address any inappropriate use of social media platforms\u201d.<br \/>\nIf approved, all internet communications in Mauritius would pass through a centralised proxy server managed by Information &amp; Communication Technologies Authority (ICTA) that could access, decrypt, analyse and block traffic.<\/p>\n<p>This method of filtering data bears a chilling resemblance to \u201cThe Great Firewall of China\u201d, which severely restricts freedom of expression and information. In the island\u2019s history, Mauritians have rarely taken to the streets to protest.<br \/>\nThis can be partly explained by the fact that independence was peaceful and that governments since then have tended to emphasise national unity while investing in a generous welfare state. Following the MV Wakashio oil spill in July 2020, however, this changed.<br \/>\nTwo massive street <a href=\"https:\/\/www.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;bbc.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;com\/news\/world-africa-53797009\">protests<\/a> saw tens of thousands of protesters expressing their anger at government inaction and opacity in dealing with the environmental catastrophe.<br \/>\nMany openly demanded the resignation of Prime Minister Jugnauth. These demonstrations were momentous in terms of their turnout, diversity and explicit demands for change.<br \/>\nThey also led to the emergence of new citizen-led groups such as Linion Sitwayin (Citizens\u2019 Union), Ideal Democrate (Democracy Ideal) and En Avant Moris (Let\u2019s Go Mauritius).<br \/>\nAt the same time, the Mauritian diaspora \u2013 believed to number about 200,000 people, compared to the country\u2019s 1.3 million population \u2013 has become more vocal.<br \/>\nA group called the Mauritius Global Diaspora recently organised \u201c<a href=\"https:\/\/mauritiusglobaldiaspora.&lt;br&gt;&lt;\/p&gt;&lt;p&gt;com\/elections\">Virtual General Elections<\/a>\u201d on their right to vote.<br \/>\nIt is too soon to say if these new political formations can sustain popular support and provide a credible alternative to the mainstream political parties that have dominated Mauritius\u2019 political landscape since independence.<br \/>\nBut what is clear is that many Mauritians are deeply dissatisfied.
