Africa-Press – Mauritius. <\/strong><\/span>Rosa Whitaker, CEO of African investment consultancy The Whitaker Group and architect of the US\u2019s pivotal African Growth and Opportunities Act (AGOA), is probably not your image of a trade bureaucrat, but then again so much in her life has been out of the ordinary.<\/p>\n

\u201cMy background, for some reason, surprises many people in Africa, perhaps because in many societies, your last name and who you were born to still have a lot to do with your success,\u201c she says.<\/p>\n

She was born in Washington DC to a working-class family. Both her parents worked for the US Postal Service. \u201cWe struggled. Even as a young child I just felt that there was something cruel about poverty,\u201d she explains.<\/p>\n

She was also quickly aware of the racial divide, in a city that was 80% black but where communities rarely interacted. \u201cThe only white people that I knew were the ones on television.<\/p>\n

They seemed to have this great life, and I just thought that all white people were happy and all white people were rich. I might have had a few white teachers in school but we didn\u2019t have that much engagement.<\/p>\n

\u201d However, when she was later placed with a conservative white family as part of an exchange programme, she came to love them like relatives.<\/p>\n

At 13 she joined the campaign resulting in the District of Columbia Home Rule Act of 1973, which gave the inhabitants of the US capital greater control of their own local affairs.<\/p>\n

It was the first of many such victories for Whitaker. Passion for Africa
\nIn 1979, she went to London to study. It was the time of the Lancaster House talks on Zimbabwe, which awoke her interest in the country.<\/p>\n

She subsequently went there as a volunteer. \u201cI was supposed to live in a rural village, but they didn\u2019t think I would make it,\u201d she says. \u201cSo my Zimbabwean friend invited me to live with her family.<\/p>\n

Her uncle was Edson Zvobgo, Zimbabwe\u2019s justice minister. That experience awoke a passion in me. I just knew that there was no turning back and Africa would be my life.<\/p>\n

\nEven so, Whitaker returned to Washington and graduate school, eventually finding work in the US Congress and State Department.<\/p>\n

She only wanted to work on Africa, so she turned down any other assignment until she was offered a post at the US Embassy in C\u00f4te d\u2019Ivoire in 1994, tasked with talking to government officials to convince them to join the WTO.<\/p>\n

It quickly became clear to Whitaker that international trade was simply not working for Africa. \u201cThat got me thinking a lot about our agricultural subsidies and I saw how they were really disrupting things on the ground.<\/p>\n

We were basically subsidising US farming production, and selling below market value in Africa \u2013 but in so doing we were disrupting African farming and agricultural development.<\/p>\n

We were literally dumping. \u201cI started talking with people of like mind and we started questioning the fact that the US did not have a trade policy for Africa. The US policy was to view Africa as a charity case, the beneficiaries of aid.<\/p>\n

\nReforming trade
\nWhitaker took a leave of absence from the State Department to work on a team under the veteran Congressional activist Charlie Rangel on the drafting of AGOA, the law that facilitated trade access to the US for African countries meeting eligibility requirements on the rule of law, human rights and labour standards.<\/p>\n

\u201cIt was very controversial. We had to fight the labour unions.<\/p>\n

Clinton was not initially supportive of AGOA because the NGO community said that this was a ploy to get rid of Africa\u2019s aid, replacing it with corporate welfare.<\/p>\n

But once Clinton embraced it, he fully embraced it. When I look at it today I see that trade has significantly increased, not just expanded but diversified.<\/p>\n

\nShe lists the positive achievements of the legislation: full market access, with just a few exceptions, for African goods from signatory countries; a fair share of infrastructure funds for Africa from the Overseas Private Investment Corporation (OPIC); and expansion of US Export-Import Bank\u2019s coverage in Africa.<\/p>\n

But that was not all. \u201cThe biggest gain was that the whole narrative changed,\u201d Whitaker says. \u201cWe no longer saw Africa as benefactors of charity. We were able to substitute paternalism with partnership.<\/p>\n

\nClinton did not even wait for AGOA to be passed before appointing Whitaker assistant trade representative for Africa. The US had trade representatives for every other region of the world except Africa, which fell under the remit of USAID.<\/p>\n

But was there anything that Whitaker wanted but did not get from AGOA? \u201cI felt like I knew early on that we would not get an American investment response from AGOA, so in other words, market access wasn\u2019t enough to get American companies to go there and invest,\u201d she says.<\/p>\n

\u201cWhat happened is that Chinese investments went into Africa and they benefited from AGOA by setting up textile businesses in AGOA-recognised countries like Lesotho and exporting to the US without the 30% tariff that was then in force.<\/p>\n

You could make a strong business case for Chinese companies to do that. \u201d
\nHowever, she explains that she never thought AGOA was enough to bring US investment into Africa.<\/p>\n

For that to happen, some kind of developmental tax break for firms that invested in labour-intensive sectors in Africa would be necessary. \u201cBut we were never able to get these tax breaks under the AGOA legislation,\u201d she says.<\/p>\n

And AGOA never underwrote any large infrastructure funding. \u201cOur first OPIC Africa infrastructure fund was for $500m, and that was reduced to $300m. Well, we can barely do a road for one African country for that sort of money, so that wasn\u2019t serious,\u201d she says.<\/p>\n

She adds that the other major thing that she wishes could be done is to reform the \u201cmassive aid-industry complex\u201d \u2013 the labyrinth of consultants and NGOs that siphons off so much money meant for Africa.<\/p>\n

\u201cInstead of these million dollars studies and this waste, why don\u2019t you help to build Africa\u2019s export capacity?\u201d Whitaker asks.<\/p>\n

Infrastructure and social justice
\nIn 2003, still not seeing US companies going into Africa, Whitaker established The Whitaker Group to help channel investment into the continent.<\/p>\n

\u201cOur mission is quite simple: utilising enterprise solutions to address poverty. My interest is in justice, and infrastructure is one of our pillars,\u201d she says.<\/p>\n

\u201cWe are identifying infrastructure projects, designing economic transformation initiatives around infrastructure, leveraging infrastructure in a way that you optimise the social and human development goals. Finding no interest for building African infrastructure in the West, Whitaker turned to China.<\/p>\n

She went to Beijing and began interviewing companies, trying to identify Chinese companies that cared about the environment, would not pay bribes, and that cared for the social as well as economic dividends.<\/p>\n

\u201cWe found one that we encouraged to come into Uganda on a railway project \u2013 the China Harbour Engineering Company (CHEC). We don\u2019t work directly for them, but we work with them, we advocated for them because they are one of the top state-owned enterprise companies.<\/p>\n

\u201cWe said \u2018OK, come to Uganda, we will bring you into Uganda, we will help you, but we want you to sign a binding commitment that you won\u2019t pay bribes and understand that if you do pay a bribe we will turn you in.<\/p>\n

\nCHEC agreed and signed, also agreeing to maintain a local staffing rate of 60% at every level; to build an academy that will train 15,000 engineers; and to invest in local capacity.<\/p>\n

Whitaker also describes another groundbreaking feature of this project. \u201cWe recognised that we would be vulnerable because we are turning to the Chinese who don\u2019t have the highest reputation as far as quality and price is concerned.<\/p>\n

\u201cSo we said to CHEC, \u2018We need you to put up the money for an independent auditor, selected by the Uganda government, that will audit your price and audit your quality.<\/p>\n

\u2019 They also agreed to do that, and now, after four years, the new railway will be built.<\/p>\n

\nIt has a regional focus, although Whitaker is only involved with the Uganda part of the project. The network will run from the Kenyan port of Mombasa, through to Kampala and then on to Rwanda \u2013 a fully interconnected standard gauge railroad.<\/p>\n

It is a bold vision, but as Whitaker says: \u201cI am not an African optimist or African pessimist, I am a realist \u2013 and I believe Africa is in a good place.\u201d<\/p>\n
