Mozambique: INATRO suspends production of biometric driving licenses

Africa-Press – Mozambique. The National Institute of Land Transport (INATRO) has suspended the production of biometric driving licenses following the termination of the contract with the provider to supply this service.

A source from the institute told Noticias that the termination was due to irregularities of an administrative nature recorded in the scope of the contract.

While the production of the biometric driving license is suspended, motorists will be able to use the temporary license, since the processing of this document, both for new drivers and for those whose licences have expired, has not been interrupted.

INATRO also clarifies that the entire process of issuing driving licenses, with the exception of its physical production, is still in operation.

Without revealing details of the supposed irregularities, or in fact the name of the company involved, the source said that the file on these contracts had been sent to the competent authorities for further action.

However, ‘Notícias’ has established that the company hired to produce the biometric driving license is Brithol Michcoma, which had a contract with the former National Institute of Land Transport (INATTER), now transformed into the National Institute of Road Transport (INATRO). The file on this service is also available at the Administrative Court (TA) and at the Central Office for Combating Corruption (GCCC).

The contract with Brithol Michcoma, in force during the restructuring of the institution, was to last until 30 November, with automatic renewal for a further six months. However, having detected some anomalies, the INATRO administration decided to terminate the contract and initiate a clarification process.

In October, the institute held its first advisory council, a meeting that defined the need to introduce a new dynamic in meeting and satisfying the needs of the public, and which on several occasions denounced the poor performance of the institution.

Subsequently, measures were taken to improve functioning, including the decentralization of capturing biometric data to obtain the driver’s license, auditing the computer system, and other components.
