Africa-Press – Mozambique. The Ministry of Communications and Digital Transformation received a high-level delegation from the European Union today in Maputo, as part of strengthening bilateral cooperation for digital transformation in Mozambique. The meeting, chaired by Minister Américo Muchanga, was attended by Paula Vazquez Horyaans, head of the European Union delegation to Mozambique, accompanied by Hugo Van Tilborg, head of the Southern Africa and Indian Ocean Unit.
Almudena Méndez Morante (International Aid Cooperation Officer), Miguel Exposito (Deputy of the Digital Transformation Unit), and Sander Van Kooten (Senior Investment Officer at the European Investment Bank) were also part of the European mission.
The visit is part of the implementation of the Global Gateway, a European Union strategy aiming to mobilize up to €300 billion by 2027, focusing on digital connectivity, smart infrastructure and resilient public services.
During the meeting, Minister Américo Muchanga presented the institutional architecture of the Ministry of Communications and Digital Transformation, emphasizing that its creation reflects the strategic priority the government places on digitalization as a driver of social inclusion, state modernization, and economic dynamism. The ministry leads the formulation and implementation of public policies in the areas of communications, information technology, science, innovation, and meteorology, acting as a catalyst for the country’s digital transformation.
The minister highlighted current regulatory instruments, such as the National Artificial Intelligence Strategy, the Data Protection Law, the Cybersecurity Law, and the Strategic Plan for the Information Society.
Américo Muchanga also highlighted key initiatives for the 2025–2029 five-year period, such as the implementation of Digital Identity, the Citizen Portal, Digital Certification, the state electronic payments infrastructure, and the expansion of connectivity in schools, community centres and public services.
Minister Muchanga hailed the European Union’s technical and financial support, highlighting the institutional strengthening of INTIC, the development of the digital legal framework, and cybersecurity training.
He mentioned the VaMOZ Digital program, which envisages the creation of technology hubs in Nampula and Zambézia, and the EU-funded study on mid- and last-mile infrastructure, presented at the recent International Conference on Digitalization.
The minister proposed to the European delegation the establishment of a coordinated mechanism for coordination and sharing of priorities between the parties, aligned with the Government’s 2025–2029 Five-Year Plan and the National Digital Development Strategy.
He emphasized that the Global Gateway represents a structuring opportunity for the development of joint initiatives in areas such as government interoperability, rural connectivity, digital training, technological innovation and artificial intelligence oversight.
Paula Vazquez Horyaans reiterated the European Union’s commitment to supporting Mozambique’s digital agenda and highlighted the importance of consolidating integrated cooperation mechanisms that accelerate the digital transition in a safe, inclusive, and sustainable manner.
The meeting concluded with a mutual recognition of the strategic importance of digital transformation for national development and Mozambique’s integration into the global digital economy, strengthening ties between the government and the European Union in a sector considered a priority for the coming years.
