Africa-Press – Mozambique. The Mozambican Minister of Communications and Digital Transformation, Américo Muchanga, has called for a review of regulations and standards in the areas of telecommunications, radio communications and infrastructure sharing, aiming to increase transparency in the sector.
“It is necessary to have a clear, modern, and coherent framework. It is in this context that an integrated package of legislative amendments is proposed, aiming to consolidate and harmonise our regulatory regimes,” said Américo Muchanga on Friday during the opening in Maputo of a public consultation ceremony on four legal regulations set to be reviewed in Mozambique’s telecommunications sector.
The initiative, led by the National Institute of Communications of Mozambique (INCM), proposes revising regulations on telecommunications network security, interconnection of telecommunications networks, radio communications, and the sharing of telecommunications infrastructure and other network resources.
According to Muchanga, the measure also aims to strengthen the consistent application of the laws, aligning them “with international best practices”.
“In this public consultation meeting, we seek contributions (…) that will allow the improvement of these regulations, thereby ensuring greater transparency,” he added.
Among the points for revision proposed by INCM is the issue of infrastructure access, under which a telecommunications operator interested in sharing infrastructure to be built or expanded must express this intention to the owning operator within the period specified in the announcement, “which may not be less than 15 working days, nor, except for justified reasons, more than 30 working days from the date of the announcement”.
The review process also covers interconnection of network systems, where the requested operator must acknowledge receipt and provide a formal response to the interconnection request within a maximum of 10 working days, indicating the technical or legal basis in case of refusal.
