Africa-Press – Mozambique. The Mozambican government’s institutional restructuring of the water supply and sanitation sector “is intended to promote efficiency and equity in the provision of these services and to balance the allocation of resources”, declared Prime Minister Benvinda Levi on Wednesday.

She was speaking at a Maputo ceremony, at which she swore into office Miguel Micas Langa, as chairperson of the newly created Water Supply and Sanitation Investment Fund (FIPAAS), and Augusto Chipenembe as chairperson of the public water company, AdeM.

The government, said Levi, hopes to reduce the asymmetries in water supply and sanitation between urban and rural areas, and promote sustainability of water supply.

By setting up FIPAAS, she added, “we intend to endow our country with a body that has the main task of mobilising financial resources, and expanding and developing public water supply and sanitation assets”.

Levi hoped that Langa and his team “will implement actions that promote transparency, efficiency and institutional credibility, and strengthen the trust of consumers and cooperation partners”.

She urged Langa to plan public water supply and sanitation infrastructures, in coordination with the municipalities and the bodies of decentralised governance. The investment programmes in the sectors should be undertaken in a transparent and careful manner, “taking into account technical and financial sustainability”.

Langa, she added, should establish an environment favourable for the involvement of national and foreign private businesses in developing the infrastructures.

Levi urged Chipenembe to ensure that AdeM promotes strategies for the sustainability of the public water supply and sanitation services. AdeM should ensure the expansion of the public water supply network throughout the country, and improve the quality of the services provided.

Levi told Langa and Chipenembe that “your management capacity, oriented towards results and resilience, will be determinant for the success of the new duties you are accepting as from today”.
