Africa-Press – Mozambique. <\/strong> <\/span>A report from a local source highlights a significant shift in the strategy of ISIS in northern Mozambique, confirming that the group is now focusing on solidifying its presence in Cabo Delgado province by gaining what it describes as “social legitimacy” within local communities, rather than relying on the excessive violence that characterized its operations during the early years of the insurgency.<\/p>\n

The report, titled “How is ISIS Establishing Its Presence in Mozambique?”, states that the group is currently active in an area extending over 100 kilometers along the coast and about 50 kilometers inland, aiming to create a permanent coastal stronghold in Cabo Delgado through a mix of religious advocacy, coercion, and building relationships with local residents.<\/p>\n

It notes that the group has adopted a less violent approach in recent years compared to the period before 2022, which saw attacks described as “brutal,” including an incident in which nearly fifty civilians were beheaded in the Moatize area in 2020.<\/p>\n

The report attributes this shift to military developments in the region in 2021, when Rwandan forces intervened alongside the Southern African Development Community (SADC) mission, leading to the dismantling of several rebel bases south of the city of Moci\u0301mboa da Praia, driving them out of the city, and significantly reducing their numbers. This compelled the group to reframe its tactics to ensure its survival and regain influence.<\/p>\n

Another explanation for this change is the emergence of internal criticisms within the group, as many of its members hail from towns and villages in Cabo Delgado, making the targeting of local populations with extreme violence a point of contention among its ranks. The current operational leader of the group, Fredo Slimani, is also from Moci\u0301mboa da Praia, located near the headquarters of the Moatize Liberation Movement.<\/p>\n

The report indicates that the group has intensified its efforts to influence local populations, particularly through mosques, where it seeks to disseminate its religious ideas and strengthen its presence within communities. Based on videos reviewed by the local source, the group’s speeches focus on issues of loyalty, the implementation of Islamic law, and warnings against forming relationships with non-Muslims, attempting to present the group as an alternative legitimate authority to the state.<\/p>\n

Additionally, the report notes that the group is exploiting public discontent towards the central authorities in the capital, Maputo, as well as what it describes as the weak outcomes of joint military operations conducted by Mozambican and Rwandan forces. This, according to the report, contributes to a decline in some residents’ trust in the government and enhances feelings of resentment towards foreign companies operating in the gas sector, particularly Total Energies.<\/p>\n

The report also mentions that Mozambican forces face repeated accusations of committing violations against civilians during military operations, which armed groups exploit to bolster their narrative and gain sympathy from some residents.<\/p>\n

It cites a testimony from a resident of a coastal village given in March, stating: “When we see the soldiers, our hearts race. It\u2019s better to face the rebels than the soldiers,” highlighting the fear and mistrust prevailing in some conflict-affected areas.<\/p>\n

The report concludes with a concerning assessment, stating that neither in Somalia nor in the Democratic Republic of the Congo does any branch of ISIS come close to exerting social influence over civilian populations to the extent that the group currently achieves in northern Mozambique, reflecting a qualitative development in its methods and ability to penetrate local communities.<\/p>\n
