{"id":10886,"date":"2021-12-16T16:10:02","date_gmt":"2021-12-16T16:10:02","guid":{"rendered":"https:\/\/www.africa-press.net\/mozambique\/?p=10886"},"modified":"2021-12-16T15:18:21","modified_gmt":"2021-12-16T15:18:21","slug":"mozambique-situation-in-cabo-delgado-remains-very-delicate-and-without-prospects-webinar-watch","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mozambique\/all-news\/mozambique-situation-in-cabo-delgado-remains-very-delicate-and-without-prospects-webinar-watch","title":{"rendered":"Situation in Cabo Delgado \u201cremains very delicate and without prospects\u201d \u2013 webinar | Watch"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mozambique. <\/strong><\/span>The situation in the province of Cabo Delgado, northern Mozambique, \u201cremains very delicate\u201d and with little prospect of a resolution, the participants in a webinar held by six Portuguese non-governmental organizations (NGOs) saidon Tuesday.<\/p>\n<p>The initiative involving the Portuguese C\u00e1ritas, Archdiocesan Mission Centre of Braga, National Justice and Peace Commission, Faith and Cooperation Foundation (FEC), Gon\u00e7alo da Silveira Foundation (FGS) and Rosto Solid\u00e1rio, and called \u201cCabo Delgado: Priority to People\u201d, set out to debate the \u201ctragic humanitarian situation\u201d in areas blighted by armed conflict since October, 2017.<\/p>\n<p>The conflict in Cabo Delgado has resulted in more than 3,100 deaths and internally displaced 800,000 people, 27% of them women and 52% children, according to the International Organization for Migration.<\/p>\n<p>\u201cDespite their escape and the support [they have received], this group of people lives in a situation of great precarity and vulnerability, since humanitarian aid remains insufficient for the scale of the catastrophe,\u201d the six entities promoting the webinar claimed in the communiqu\u00e9 launching the meeting.<\/p>\n<p>For Ant\u00f3nio Juliasse, Apostolic Administrator of Pemba Diocese, \u201cthe future had seemed to take on a different aspect, until recently; now, with the spread of attacks to the [neighbouring] province of Niassa, the situation has become very complicated\u201d.<\/p>\n<p>\u201cThe province of Cabo Delgado continues just the same. Insecurity is still high, despite the presence of foreign military personnel,\u201d added Juliasse, referring to the contingent of Rwandan troops who responded to the request of the Mozambican president, Filipe Nyusi, to help combat the insurgents.<\/p>\n<p>Zenaida Machado, a researcher at Human Rights Watch, said she did not believe that Mozambique could solve the problem created by the armed groups. \u201cIt is a very poor country, with a great lack of security and state protection, which were already problems before this conflict started,\u201d she said.<\/p>\n<p>For Zenaida Machado, there are four \u201cpillars of difficulty\u201d in Cabo Delgado. \u201cThere is a need to restore security and ensure that the problem does not spread to other areas of the country\u201d and \u201censure support for displaced people, who lack anything and everything, namely food, medicine, decent education, registration of displaced people who lost their identity cards and jobs\u201d.<\/p>\n<p>The remaining two \u2018pillars\u2019 are \u201cthe recovery of people where there is already security and protecting them with less propaganda [from the Mozambican government\u2019s side]\u201d, and finally, \u201censuring justice, investigation and reconciliation\u201d.<\/p>\n<p>\u201cThe [Mozambican] state should already have started an investigation and not fuelled a propaganda war against the insurgents, who have to realise that their actions imply accountability for the crimes they committed,\u201d she stressed.<\/p>\n<p>\u201cAnd then there is the need for reconciliation, which must reflect the voice of women, who, along with children, are the principal victims of the conflict,\u201d she added.<\/p>\n<p>For Renamo deputy Ivone Soares, Cabo Delgado province \u201chas always been left behind in the priorities\u201d of the central government in Maputo.<\/p>\n<p>\u201cIt is the province that also had the least support from Mozambican civil society, which made the people of Cabo Delgado feel that they are not part of Mozambique,\u201d she alleged.<\/p>\n<p>As for the Rwandan intervention, Soares stressed that it was motivated by the president: \u201cThe parliament didn\u2019t have a say.\u201d<\/p>\n<p>\u201cI still don\u2019t feel that the priority is the people (of Cabo Delgado). The focus is protecting large investments, the businesses of the owners of the money,\u201d she again protested, noting that the province is rich in oil and gas, rubies, fauna and flora.<\/p>\n<p>Soares said that she still has expectations regarding the intervention that Filipe Nyusi has scheduled for Thursday in the Assembly of the Republic (parliament): \u201cI hope it is a message of hope for Mozambicans.\u201d<\/p>\n<p>The Portuguese MEP Isabel Santos, who was in Cabo Delgado in June as a member of a European Parliament delegation, accompanied by other representatives of Portuguese parties, reviewed the support that the European Union has guaranteed to Mozambique, and acknowledged that \u201cthe power of EU in Mozambique is one of persuasion and convincing\u201d.<\/p>\n<p>Asked about the difficulties that some humanitarian organisations are experiencing in obtaining visas to enter the country, Santos said she had addressed the issue in June, and that the explanation she received cited contingencies dictated by the Covid-19 pandemic.<\/p>\n<p>\u201cThe situation is indeed very worrying,\u201d she stressed, saying that the problems in Cabo Delgado could only begin to be resolved \u201cif the problems that are at the root\u201d of the conflict were faced.<\/p>\n<p>Santos also highlighted the intervention of humanitarian agencies: \u201cIf there was no support from humanitarian organisations, it would be catastrophic.\u201d<\/p>\n<p>The MEP advanced three facets to addressing the situation in Cabo Delgado: guaranteeing security, distributing food and \u201cthinking about the future\u201d.<\/p>\n<p>But, she said: \u201cInterests that are foreign to the interests of the population \u2013 who are not called upon to participate \u2013 are at play.\u201d<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/rostosolidario\/videos\/439465494569616\/\"><b>video<\/b><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Mozambique.
