Africa-Press – Mozambique. <\/strong><\/span>The presidents of Botswana and Zimbabwe are grateful for the role played by Rwanda in fighting insurgents in Mozambique\u2019s Cabo Delgado province.<\/p>\n

This was revealed in a joint communique released after the two-day Botswana-Zimbabwe Bi-National Commission held in Zimbabwe\u2019s prime resort area, Victoria Falls, at the weekend.<\/p>\n

\u201cThe Heads of State expressed their gratitude to His Excellency Paul Kagame, of the Republic of Rwanda, for the deployment of Rwandan troops to Cabo Delgado to assist in the fight against terrorism and violent extremism,\u201d reads the communique.<\/p>\n

Rwanda, which is not part of the SADC, is separately due for funding, under the European Peace Facility (EPF), to help its resolve in fighting insurgents in the gas and oil-rich Cabo Delgado.<\/p>\n

The EPF is a R100 billion off-budget purse, which has since replaced the Athena mechanism and the African Peace Facility, used as the EU\u2019s \u201cexternal action\u201d project.<\/p>\n

Like the SADC, Rwanda extended its support by a further three months at the beginning of February.<\/p>\n

There have been calls for both the SADC and Rwanda to coordinate their fight against insurgents \u2013 if they are to win the war.<\/p>\n

As such, President Emmerson Mnangagwa (Zimbabwe) and President Mokgweetsi Masisi\u2019s (Botswana) open acknowledgments of President Kagame\u2019s efforts are a positive indicator, according to an expert.<\/p>\n

\u201cIt can be viewed as a way of inviting dialogue. If they are to make an effective impact in Cabo Delgado, they have to be on the same page, and President Filipe Nyusi should bring his friends together,\u201d said Dr William Mpofu, a researcher with Witwatersrand University.<\/p>\n

One of the recommendations to the SADC, from \u201cInsurgency, Illicit Markets and Corruption: The Cabo Delgado conflict and its regional implications\u201d, a report released last week by the Global Initiative Against Transnational Organised Crime, is that there is a need to \u201csupport key member states to collaborate on regional threats and improve intelligence-sharing\u201d.<\/p>\n
