Deshalb ist es notwendig , sich dort weiter zu engagieren und uns dabei eng mit unseren Partnern abzustimmen.\u201d \u2013 @HeikoMaas beim Treffen der Anti-IS Koalition. pic.twitter.com\/kG5pKte5sm<\/p>\n<p>\u2014 Ausw\u00e4rtiges Amt (@AuswaertigesAmt) June 28, 2021<\/p>\n<p>\u201cWith the support of the USA and many other partners, I proposed the establishment of an Africa task force to identify and stop IS-related terrorist threats on the continent,\u201d Di Maio told reporters, standing alongside Blinken.<\/p>\n<p>He said African countries that were not initially part of the anti-Islamic State coalition, including Burkina Faso, Ghana and Mozambique, had been invited to Monday\u2019s gathering \u2014 the first in-person meeting of the alliance for two years.<\/p>\n<p>The coalition said in a statement that \u202fit was also welcoming new members to the group \u2014 Central African Republic, Congo, Mauritania and Yemen \u2014 to join the 78 countries and five organisations that already belong to it.<\/p>\n<p>Di Maio did not give further details of what the proposed Africa task force would do.<\/p>\n<p>However, it would likely look to build on work carried out by French forces in the Sahel region since 2013. President Emmanuel Macron said this month France\u2019s operation would come to an end with troops now operating as part of broader international efforts in the region.<\/p>\n<p>Macron said then details of the changes would be finalised by the end of June after consultations with the United States, European states involved in the area and the five Sahel countries \u2013 Mali, Niger, Chad, Burkina Faso and Mauritania.<\/p>\n<p>Blinken and Di Maio urged the alliance not to lower its guard against Islamic State despite the fact the militants had lost much of their territories in Iraq and Syria.<\/p>\n<p>\u201cLet me just say very clearly that we strongly support Italy\u2019s initiative to make sure that the coalition against Daesh (IS) focuses its expertise on Africa, while keeping our eye closely on Syria and Iraq,\u201d Blinken said.<\/p>\n<p>\u201cWith all of the reasons that we just cited, we decided this is of significant importance, and I think we heard a strong consensus today on the part of our coalition partners to do just that,\u201d he added.<\/p>\n<p>The U.S. top diplomat also urged countries to take back some 10,000 Islamic State fighters held in detention in camps run by the Kurdish-led Syrian Democratic Forces (SDF), saying the situation was \u201cuntenable\u201d.<\/p>\n<p>\u201cIt just can\u2019t persist indefinitely. The United States continues to urge countries of origin, including coalition partners, to repatriate, rehabilitate, and where applicable, prosecute their citizens,\u201d he said in opening remarks to the meeting.<\/p>\n<p><b>Ministerial Meeting of the Global Coalition to defeat\u202f DAESH\/ISIS<\/b><\/p>\n<p><b>June\u202f28, 2021, Rome<\/b><\/p>\n<p><b>Joint Communiqu\u00e9<\/b><\/p>\n<p>The Ministers\u202fof the Global Coalition to Defeat Daesh\/ISIS,\u202freconvening in-person after two years,\u202fmet today in Rome at the invitation of\u202fItalian Minister of Foreign Affairs\u202fand International Cooperation\u202fLuigi Di Maio and U.S. Secretary of State Antony J.\u202fBlinken.\u202fThe Ministers reaffirmed\u202ftheir shared determination to continue the fight against Daesh\/ISIS, and to create conditions for the enduring defeat of the terrorist group,\u202fwhich remains the Coalition\u2019s sole purpose,\u202fthrough a comprehensive, coordinated and multifaceted effort.\u202fThe Ministers\u202fwelcomed\u202fnew members joining the Coalition \u2013 Central African Republic, Democratic Republic of the Congo, Mauritania,\u202fand Yemen.\u202f Together the Ministers emphasised\u202fthe protection of civilians\u202fas a priority\u202fand affirmed that international law, including international humanitarian law and international human rights law, as applicable, as well as relevant UN Security Council\u202fresolutions, must be upheld under all circumstances.<\/p>\n<p>The Ministers\u202fcommitted\u202fto strengthening\u202fcooperation across all Coalition lines of effort in order to\u202fensure that Daesh\/ISIS\u202fCore\u202fin\u202fIraq and Syria,\u202fand its\u202faffiliates and\u202fnetworks\u202faround the\u202fworld\u202fare unable to reconstitute any territorial enclave or continue to threaten our homelands, people, and interests.\u202fThe Ministers remain firmly united in our outrage at atrocities perpetrated by Daesh\/ISIS and in our determination to eliminate this global threat, and stand alongside survivors and families of victims of Daesh\/ISIS crimes working for accountability.<\/p>\n<p>Daesh\/ISIS no longer controls territory and\u202fnearly\u202feight million people have been freed from its control in Iraq and Syria, but the threat\u202fremains. The resumption in Daesh\/ISIS activities and its ability to rebuild its networks and capabilities to target security forces and civilians in areas where the Coalition is not active, requires strong vigilance and coordinated action. This includes allocating adequate resources to sustain Coalition and legitimate partner forces\u2019 efforts against Daesh\/ISIS,\u202fand significant\u202fstabilisation support, both to address the drivers that make communities vulnerable to recruitment by Daesh\/ISIS and related violent ideological groups, as well as to provide support to liberated areas to\u202fsafeguard our collective security interests.\u202fIn this regard, the Ministers noted\u202fthe 2021 Pledge Drive for Stabilisation\u202fas\u202fan important\u202fmeans\u202fto help sustain the recovery of areas liberated\u202ffrom Daesh\/ISIS and prevent its resurgence.\u202f The Ministers reaffirm that Daesh\/ISIS will continue to be pressured by curbing its ability to raise revenue,\u202fenhancing information sharing on terrorists through bilateral and\/or multilateral channels like INTERPOL,\u202fand fighting against Daesh\/ISIS\u2019 toxic propaganda and denying the group space to exploit social media\u202fonline.<\/p>\n<p>The Ministers\u202facknowledged\u202fIraq\u2019s efforts to\u202fcounter\u202fDaesh\/ISIS\u2019 remnants and\u202fprevent its resurgence, and\u202fcommended\u202fthe increased capacity of the Iraqi forces to\u202fcombat\u202fDaesh\/ISIS. Appropriate measures to enhance the operational efficiency and coordination of our collective efforts to maintain the necessary pressure on Daesh\/ISIS remain essential.\u202fThe\u202fCoalition operates in Iraq\u202fat the request of the Government of Iraq in full\u202frespect\u202fof\u202fIraq\u2019s\u202funity,\u202fsovereignty,\u202fand\u202fterritorial integrity, and\u202fto\u202fthe benefit of the Iraqi people. The Ministers\u202ffirmly\u202fcondemned\u202fthe\u202fcontinuing\u202fattacks against\u202fCoalition personnel and convoys, and diplomatic facilities, emphasising the importance of the Government of Iraq protecting Coalition assets.\u202f The Ministers\u202fwelcomed\u202fthe\u202fincremental expansion of NATO\u2019s non-combat advisory, training and capacity building mission in Iraq based on the requirements and consent of the Iraqi authorities and complementing the Coalition\u2019s efforts.\u202f\u202f\u202fThe Ministers also welcomed the EU\u2019s support to the Iraqi authorities through the EUAM Iraq Mission.<\/p>\n<p>In Syria, the Coalition stands with the Syrian people in support of a lasting political settlement\u202fin accordance with\u202fUN Security Council Resolution 2254. The Coalition must continue to be vigilant against the threat of terrorism,\u202fin all its forms and manifestations,\u202fto\u202fbuild on the success\u202fit\u202fhas achieved\u202fand\u202fcontinue\u202fto act together against any threats to this outcome\u202fand\u202fto\u202favoid security vacuums that Daesh\/ISIS may exploit.\u202fThe Coalition continues to support inclusive local recovery and stabilisation in areas liberated from Daesh\/ISIS and reconciliation and reintegration efforts to foster conditions conducive to a Syria-wide political resolution to the conflict under the parameters of UN Security Council Resolution 2254.<\/p>\n<p>In a session of the meeting\u202ffocused on the security situation in other continents and regions, particularly Africa, the Ministers noted with\u202fgrave\u202fconcern that Daesh\/ISIS\u202faffiliates and networks in sub-Saharan Africa threaten security and stability, namely in the Sahel Region and in East Africa\/Mozambique.\u202fThe Coalition\u202fis committed\u202fto\u202fworking with affected countries to address\u202fthe threats\u202fposed by Daesh\/ISIS\u202fin\u202fAfrica to ensure the enduring global defeat of the organisation upon the request and prior consent of the countries concerned, and\u202fin full respect of international law and in\u202fclose\u202fcoordination\u202fwith existing initiatives, notably the Coalition for the Sahel and the Global Counter-Terrorism Forum.\u202fThe Ministers welcomed\u202fthe presence of delegations from several African nations as observers to this ministerial meeting. \u202fThe Ministers discussed that reinforcing civilian state institutions and consolidating the rule of law, including law enforcement capacity, will be an essential component of combating Daesh\/ISIS, and that the\u202fGlobal\u202fCoalition\u202fto Defeat Daesh\/ISIS\u202fwill seek to have\u202feffective\u202fengagement\u202fon the African continent.\u202fThe Ministers\u202ftasked the Coalition Working Groups to assess ways in which they can contribute to counter Daesh\/ISIS efforts in\u202fthe affected regions.\u202f\u202fThe Ministers also welcomed Afghanistan\u2019s efforts to counter the Islamic State in Iraq and Syria-Khurasan (ISIS-K).<\/p>\n<p>Recognising the challenge posed by foreign terrorist fighters who are in custody, as well as\u202ftheir\u202ffamily members who remain in Syria and Iraq,\u202fthe Ministers\u202fcommitted to pursuing existing effective justice and accountability mechanisms in close coordination with the countries of origin. This also includes accountability for fighters who have used sexual violence as an instrument of terror. The Coalition remains committed to promoting efforts to ensure that accused terrorists, including those of foreign nationalities, are treated appropriately and tried consistently with applicable international law obligations, including fair trial guarantees, and urges the custodians of the detained Daesh\/ISIS\u202fterrorists to treat them humanely at all times, in accordance with international law.\u202f The Ministers\u202ffurther recognised that the situation for Daesh\/ISIS detainees and family\u202fmembers in northeast Syria is of grave concern and recognised the importance of finding a comprehensive\u202fand long-term solution\u202fto this serious\u202fissue.<\/p>\n<p>The Coalition reaffirmed its belief that a\u202fcomprehensive and collective effort\u202fremains necessary to achieve a full and enduring defeat of Daesh\/ISIS worldwide.
