{"id":15872,"date":"2022-03-14T17:14:23","date_gmt":"2022-03-14T17:14:23","guid":{"rendered":"https:\/\/www.africa-press.net\/mozambique\/?p=15872"},"modified":"2022-03-14T16:00:49","modified_gmt":"2022-03-14T16:00:49","slug":"mozambique-analyst-warns-of-risk-if-two-levels-of-security-are-created","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mozambique\/all-news\/mozambique-analyst-warns-of-risk-if-two-levels-of-security-are-created","title":{"rendered":"Analyst warns of risk if two levels of security are created"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mozambique. <\/strong><\/span>Researcher Jo\u00e3o Feij\u00f3, from the Observat\u00f3rio do Mundo Rural (Rural Observatory \u2013 OMR), warns today, in an interview with Lusa, of the risk of creating two levels of security in northern Mozambique: one for gas projects and the other for the rest of the province.<\/p>\n<p>\u201cThis military solution must exist; there must be security on the ground, but the question that arises is: security for whom? Only for large investments by multinational TotalEnergies?\u201d or \u201cwider security, for the population?\u201d he asks, in relation to the situation in Cabo Delgado.<\/p>\n<p>Feij\u00f3, a sociologist with a doctorate in African studies, recalls that the French oil major has already announced that \u201cit would only return once the population\u201d had returned to the areas they fled, so \u201cit seems that there is a collective effort on the part of these different players \u2013 TotalEnergies , foreign troops, national troops and the Government \u2013 to give priority to Palma and Moc\u00edmboa da Praia\u201d.<\/p>\n<p>TotalEnergies suspended the \u20ac20 billion project \u2013 the largest private investment in Africa \u2013 a year ago, after the armed attack on Palma, a town around which a new city and industrial complex had rising, to exploit the Rovuma gas reserves, some of the largest in the world.<\/p>\n<p>After the attack, Mozambique accepted foreign troops from Rwanda and the Southern African Development Community (SADC) in an action that has been hailed by the executive chairman of TotalEnergies, Patrick Pouyann\u00e9, and cited as an example by French President Emmanuel Macron.<\/p>\n<p>\u201cRwanda, in cooperation with the Southern African Development Community (SADC), has helped to provide an unprecedented response to the situation in Mozambique,\u201d Macron said in February, adding that it was necessary to secure \u201cfinancing\u201d for, and promote such operations.<\/p>\n<p>With access by land and by air still limited and dependent on military escort or authorisations from the Mozambican Defence and Security Forces (FDS), Palma \u201cwas cleansed and is being prepared\u201d to receive \u201cmany civil servants\u201d, Feijo says.<\/p>\n<p>\u201cThey will return in the next few days, they have already been called\u201d to reactivate services. The same type of return is being prepared for Moc\u00edmboa da Praia \u2013 a port town that was occupied by rebel groups for about a year, until August 2021.<\/p>\n<p>\u201cThis Afungi, Moc\u00edmboa da Praia and Palma triangle will be the first with more security, precisely for the gas industry. There is great pressure to revitalise gas as soon as possible, because the government needs the revenue, and is counting on it to carry out other projects also,\u201d he underlined.<\/p>\n<p>Feij\u00f3 admits that the urgency of restoring calm to the gas project area is legitimate, but \u201cconscious decisions have to be made\u201d, he says.<\/p>\n<p>\u201cIf we are going to create two types of security, one around the megaprojects and the other outside, we are creating two types of citizenship and an enclave economy,\u201d he said.<\/p>\n<p>In other words, there is a risk of creating \u201can area of great investment and international presence, without connection with the surrounding economic fabric and that travels directly abroad\u201d, without the \u201cexpected local content\u201d, that is, the connections with the local business fabric.<\/p>\n<p>And around this area of great investment, \u201cwe have 700,000 displaced people, undercapitalised\u201d, with public services destroyed and who \u201ccontinue to be the target of small attacks\u201d, as has happened in recent months in the districts of Nangade, Macomia and Meluco.<\/p>\n<p>\u201cWe have to be aware\u201d that providing security as soon as possible to the gas projects triangle \u201ccan be good for the country, because it will generate revenue, but it does not solve the underlying problem\u201d of social inequality.<\/p>\n<p>\u201cI am not against development; I\u2019m warning of possible risks. I hope in three years\u2019 time to say that I was wrong,\u201d Jo\u00e3o Feij\u00f3 added.<\/p>\n<p>But, \u201cUnfortunately, looking at other countries with similar characteristics, the ingredients are gathered for the situation to repeat itself,\u201d he concludes.<\/p>\n<p><b>Lack of coordination between players<\/b><\/p>\n<p>Feij\u00f3 also alleges that \u201ccoordination is lacking\u201d between entities on the ground in Cabo Delgado.<\/p>\n<p>\u201cThere is a lack of coordination between all the players,\u201d \u2013 the government, humanitarian agencies, civil society and the military, the sociologist says, citing practical examples.<\/p>\n<p>Rebels have been \u201cswept out\u201d of Rwandan garrisoned areas (such as Pundanhar), but then launch attacks on villages in areas guarded by Southern African Development Community (SADC) forces.<\/p>\n<p>In July, 2021, at a turning point in the conflict, the Rwandan military force arrived, but the increase in the offensive against the rebels lacked humanitarian reinforcement: about two months later the World Food Program (WFP) reduced the ration distributed to the displaced for lack of funds.<\/p>\n<p>\u201cWithout food, those who returned to their lands\u201d prematurely, ending up falling \u201cinto the mouth of the wolf,\u201d Feij\u00f3 maintains.<\/p>\n<p>Sympathetic Cabo Delgado people ceded land to the displaced for cultivation but later withdrew it when they saw that those fleeing the war had food aid from the authorities and they themselves did not have \u2013 a sign of the absence of anyone coordinating aid or promoting understanding, in Feij\u00f3\u2019s opinion.<\/p>\n<p>This lack of coordination extends to the absence of amnesty programs or reception camps for defectors, in coordination with local leaders who understand the population and are trained and able to create confidence in a new beginning for the young people leaving the insurgency.<\/p>\n<p>Feij\u00f3 says that the coordination between players can help to achieve goals seemingly in the realm of fiction, and is the only way to end a crisis of \u201crepresentativeness\u201d which leads to the exclusion \u2013 from forums of debate and local development. \u2013 of the young people who are the majority of traders in local markets or of the peasants who are the main active group.<\/p>\n<p>With the strengthening of the military offensive and the loss of popularity of the insurgency, because of the destruction it has caused, \u201ctoday it is more difficult for rebel groups to recruit new members\u201d, Feij\u00f3 observes, and this produces an opportunity to launch other actions to attract youth.<\/p>\n<p>It is estimated that the conflict in Cabo Delgado has, since 2017, cost more than 3,100 lives, according to the ACLED conflict registration project, and displaced more than 859,000, according to the Mozambican authorities.<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/mozambique\">Mozambique<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Mozambique.
