Africa-Press – Mozambique. <\/strong><\/span>The Oxford Economics Africa consultancy said on Wednesday that Fitch\u2019s improved \u2018rating\u2019 demonstrates more confidence in Mozambique but doubts real changes in the country\u2019s governance.<\/p>\n

\u201cThe improvement in Mozambique\u2019s sovereign credit ratings and the resumption of general budget support from the Bretton Woods institutions are signs that confidence in the government is being restored, which is catalysing more foreign borrowing and investment,\u201d said an analysis paper.<\/p>\n

\u201cHowever, we agree with local commentators\u201d that \u201clittle has changed in terms of governance and that there are indications that authoritarianism is indeed on the rise,\u201d it added.<\/p>\n

The influx of concessional funding and donations \u201cis very welcome and essential to Mozambique\u2019s efforts to rebuild the war-torn province of Cabo Delgado and finance its budget deficit,\u201d the consultancy noted.<\/p>\n

Oxford Economics Africa highlighted the government\u2019s announced plan to apply over \u20ac300 million to restore infrastructure in Cabo Delgado over the next three years.<\/p>\n

\u201cMozambique\u2019s government is now expected to use its improved access to external financing to implement reforms to avoid another hidden debt crisis and help stabilise the security situation in the gas-rich northern region,\u201d whose reserves \u201care critical to the country\u2019s long-term economy, development and sustainability,\u201d it concluded.<\/p>\n

Financial ratings agency Fitch on Friday raised its rating on Mozambique from CCC to CCC+, easing the risk outlook on lending to the country.<\/p>\n

\u201cMozambique\u2019s financing constraints have been substantially eased with the US$456 million (\u20ac457 million) credit agreement with the International Monetary Fund (IMF),\u201d it said.<\/p>\n

Fitch expects the agreement to give the \u2018green light\u2019 to other forms of \u201cconcessional financing from multilateral partners, including the World Bank, after years of restricted access to external sources of funding following the 2016 hidden debts scandal.\u201d<\/p>\n

The agency forecasts gross domestic product (GDP) growth to \u201caccelerate to 7.7% in 2024 and remain high until 2026\u201d.<\/p>\n
