Africa-Press – Mozambique. <\/strong><\/span>The Mozambican head of state has pardoned 809 inmates currently held in various penitentiary establishments throughout the country, the Presidency of the Republic announced yesterday.<\/p>\n

\u201cFor the determination of this measure of clemency, the head of state was moved by the spirit of humanism, respect and protection of the dignity of the human person and by the solidarity that characterises the Democratic State of Law and Mozambican society,\u201d the presidency statement reads.<\/p>\n

According to the document, Filipe Nyusi was, at a time when preparations for Christmas are underway, also \u201cmotivated by the firm conviction of man\u2019s capacity for regeneration, rehabilitation and social reintegration\u201d.<\/p>\n

Mozambican penitentiaries are struggling with overcrowding, now housing around 21,000 prisoners in accommodation meant for 4,498, according to figures released by the Ministry of Justice in 2020.<\/p>\n

The Law of Amnesty and Forgiveness of Sentences cannot be applied to those convicted of murder, rape of a minor, kidnapping, terrorism, trafficking in people or human body parts, drug trafficking, embezzlement, passive corruption, bribery, corruption, money laundering and attacking the security of the state.<\/p>\n

Beneficiaries of amnesty or pardon must not commit new crimes within a period of five years, under penalty of serving the remaining part of their existing sentence, plus whatever jail time is deemed appropriate for any subsequent infraction.<\/p>\n
