Africa-Press – Mozambique. <\/strong><\/span>Prime Minister of Portugal, Anto\u0301nio Costa, argued in Brussels this Thursday that it was essential to maintain sanctions against Russia and Belarus, but warned that it is also necessary to ensure that African and Latin American countries do not suffer \u2018unwanted collateral consequences\u2019.<\/p>\n

Anto\u0301nio Costa\u2019s reaction comes 13 months after the start of the war in Ukraine (the West calls it \u2018invasion of Ukraine by Russia\u2019, the Russians, a \u2018special operation\u2019), and sanctions against Russia, already in their tenth iteration, are having serious consequences for African countries, including Mozambique.<\/p>\n

\u2018We can never ignore that, in these sanctions against Russia and Belarus, we have to preserve the conditions so that all other third countries, namely African countries and Latin American countries, do not suffer unwanted collateral consequences,\u201d Costa said shortly before the start of the European Council meeting in Brussels, Belgium.<\/p>\n

The Portuguese prime minister added that the EU had to consider the possibility of blocking agricultural production \u2018via these sanctions\u2019, which the EU wants to extend to more states, but that this had an influence on countries who are pressuring Russia to end the conflict in Ukraine.<\/p>\n

United Nations Secretary General Anto\u0301nio Guterres is attending this Thursday\u2019s meeting of the European Council, and said when he arrived that he would \u2018share views\u2019 with EU member states on sanctions.<\/p>\n

Anto\u0301nio Costa considered that it is important that \u201cthe European Union knows how to listen to the wise and common-sense voice of the UN secretary general so that the sanctions achieve the intended objectives\u201d, but \u201cwithout this affecting other countries, other peoples, and, much less jeopardizing global food security\u201d.<\/p>\n

The leader of the Portuguese executive recalled that since the beginning of the conflict in February last year, \u201cRussia has lost all important votes\u201d in the UN General Assembly.<\/p>\n

However, in order to continue to exert pressure on Moscow, \u201cit is fundamental that it is not just European countries\u201d getting involved. Anto\u0301nio Costa praised Anto\u0301nio Guterres\u2019 role in building the \u2018Black Sea Grain Initiative\u2019, which allowed the export of more than 23 million tons of Ukrainian cereals, helping to contain the rise in food prices.<\/p>\n

The export of these cereals from Ukraine, one of the world\u2019s largest cereal exporters, is particularly relevant to African countries, where there are shortages. \u201cWar in Ukraine means famine in Africa,\u201d said Director General of the International Monetary Fund ( IMF), Kristalina Georgieva.<\/p>\n

Despite the EU\u2019s commitment to Ukraine, Anto\u0301nio Costa recalled that this is just \u201cone dimension of international relations\u201d and \u201cone should not minimize the commitments that the European Union gave the African Union, for example, at its summit a year ago\u201d.<\/p>\n

The prime minister also warned of the growing tension between Washington and Beijing.<\/p>\n

\u201cWe do not want to live in a world where, after decades of polarization between the former Soviet Union and the United States of America, we have a new world fragmented between China and the United States. There is a role that Europe, Africa and Latin America can and must play, along with other Asian partners, in order to have a fairer, more balanced world where peace is consolidated,\u201d he said.<\/p>\n

Anto\u0301nio Costa met Anto\u0301nio Guterres this Thursday before the European Council meeting in Brussels. Sanctions against Russia are the theme of the summit, which will last for two days, but the European leaders will also talk about the economy and the energy market.<\/p>\n

In this specific case, the prime minister acknowledged that he expected more from the European Commission.<\/p>\n

Costa said that the European Council is debating \u201cthe global challenges facing all companies\u201d, in addition to strengthening competitiveness for \u201cbetter economic governance in Europe\u201d.<\/p>\n

The prime minister stresses that \u201cthere are positive proposals [coming] from the European Commission\u201d, but there is, however, a \u201cbig gap\u201d, in that there is no \u201cpermanent mechanism for stabilizing crises\u201d such as the recent Covid-19 pandemic.<\/p>\n

On the table will also be proposals for the creation of \u201ca more efficient energy market\u201d, despite the head of government confessing that he is \u201ca little disappointed with the Commission\u2019s proposal\u201d, specifically \u201cdubious logic of indexing the price of electricity to the highest price of the source of electricity production\u201d.<\/p>\n

Regarding the banking union, \u201cwhich has unfortunately gained new notoriety\u201d, the prime minister recalled that \u201cthere continues to be a fundamental element that remains to be implemented, namely the guarantee of deposits\u201d.<\/p>\n

For Anto\u0301nio Costa, Guterres\u2019 participation in the meeting \u201cis very important\u201d.<\/p>\n

\u201cIt is critical that sanctions against Russia and Belarus be maintained in support of peace in Ukraine and Kiev\u2019s ability to maintain its defence,\u201d he underlined.<\/p>\n
