Africa-Press<\/a> – Mozambique<\/a>. <\/strong><\/span>The Cidadela de Boane (CIBOA) pproject was launched on Wednesday, in Boane municipality, located in the Greater Maputo Area.<\/p>\n

At the launch of the project, Boane Mayor Jacinto Loureiro explained that the enterprise was designed to reduce demographic pressure .<\/p>\n

Secretary of State for Maputo Vit\u00f3ria Diogo pointed out, on the occasion, that there must be vigilance to prevent any of the 3,000 plots in the first phase being left idle or sold on illegally.<\/p>\n

The project is to be implemented in an area of 10,000 hectares (100 km2) covering the neighbourhoods 7 de Setembro, 25 de Junho and Saldanha.<\/p>\n

Mayor Loureiro gave no estimate of the cost of the real estate venture, noting that the type of buildings it will host and their likely cost will depend on the capacity of interested parties, albeit within predefined guidelines.<\/p>\n

\u201cThis citadel project was born in light of the demand that we have been suffering due to the demographic pressure, as the cities of Maputo and Matola no longer have space to respond to this pressure in an organised manner,\u201d the Boane mayor said.<\/p>\n

\u201cWhoever wants a plot will have to contribute,\u201d he added, \u201cand, with that contribution, we (the municipality) will build roads, provide water and all other planned infrastructure. In short, the citadel will actually be built by all the citizens who build here.\u201d<\/p>\n

The project was launched by the Secretary of State for Maputo Province, Vit\u00f3ria Diogo, who expressed the hope that the initiative wouldn\u2019t end at its launch, but would become a reality. She meanwhile warned of risks, especially in the absence of inspection.<\/p>\n

\u201cCIBOA cannot be another project for the proliferation of idle land or for intermediation for the sale of land,\u201d Vit\u00f3ria Diogo said.<\/p>\n

People \u201ccompete for one, two, three, four, five plots,\u201d but build nothing in them, she adduced as an example.<\/p>\n

The Citadel of Boane initiative was developed with the help of Wutivi University, whose chancellor, Domingos Tivane, defended the idea of model cities to counter disorderly expansion.<\/p>\n

\u201cOur role was to bring students here, as well as scientific added value in the field of Urbanism. This is extremely important for us: to have model cities, with all the infrastructure prepared and organised, so that we avoid situations of disorderly construction,\u201d Tivane said.<\/p>\n

Land Use and Benefit Rights (DUATs) were awarded to nine individuals at the launch ceremony.<\/p>\n
