Africa-Press – Mozambique. <\/strong><\/span>Spokesperson and City Councillor for Territorial Planning, Environment and Urbanization Silva Magaia explained that they had not informed Eneas Comiche about their involvement in the strike.<\/p>\n

On the second day of the stoppage, Maputo municipal council reacted by clarifying that it had not received official communication about the stoppage of activities, and therefore did not recognize the reason for it.<\/p>\n

The city council confirmed that it had received a letter from the officials, but without any signature or any form of identification.<\/p>\n

The Municipal Council said it will sanction workers internally, especially those in leadership positions.<\/p>\n

\u201cWe pay people salaries; they may be weak, but it\u2019s money from the treasury, it comes from our contributions and we have to be accountable. Therefore, we have been registering absences since yesterday (Monday) and we will take the necessary measures. Those who accepted and took an oath before the president \u2013 I am talking about directors, heads of departments and heads of departments \u2013 will obviously be removed,\u201d Magaia said.<\/p>\n

The \u2018bosses\u2019 will be removed because by joining the strike, according to Silva Magaia, they broke the trust of the mayor, Eneas Comiche.<\/p>\n

\u201cThey were called by the [Municipality\u2019s] president, in an attitude of trust, and when they do not notify the president that there is a problem to be managed and prefer to go to the other side, that is a sign that they do not deserve to be on the side where his [Comiche\u2019s] trust is. We are carrying out a survey, involving the directors, and when the time is right, we will take the necessary measures,\u201d he said.<\/p>\n

Despite the collection of revenue and the Municipality Compensation Fund, the city council reiterates that it does not have the money to pay employees on the basis of the Single Salary Table, as required by law.<\/p>\n

\u201cOur budget is in deficit and this started to be felt with the Covid-19 crisis. Our revenues have dropped dramatically. We have very high debts with service providers \u2013 the area where this is most evident is in the management of urban solid waste. We have contracts that will not start because we cannot pay the 20% advance that companies need to start work,\u201d Magaia explained.<\/p>\n

Maputo city council also says that, since last year, it has been negotiating with officials, and therefore does not understand the reason for the revolt, since it is even subsidising some of them.<\/p>\n

\u201cThere was a subsidy mechanism that included certain levels of training in medium and higher management, which was extended to other employees. Therefore, as of June, the application of subsidies and a value related to performance began to enrol more people. This was a commitment from the Municipal Council,\u201d the same source clarified.<\/p>\n

To resolve the issue definitively, the city council clarifies that it is working with the central government, through the Ministry of Economy and Finance and that of State Administration and Civil Service.<\/p>\n
