Africa-Press – Mozambique. <\/strong><\/span>The National Association of Municipalities of Mozambique says that striking Municipality of Maputo employees are entitled to receive salaries based on the Single Salary Table (TSU), and explains that some municipalities capture sufficient tax revenue and are able to survive on their own.<\/p>\n

At the beginning of this week, officials from various sectors of the Municipality of Maputo, including personnel assigned to the Office of the Mayor, went on strike in their bid for inclusion in the TSU. In fact, some were able to show provisional TSU classification documents signed in November, 2022.<\/p>\n

At a meeting in Maputo this Thursday, the Association of Municipalities said that it understands that these workers are entitled to receive salaries based on the TSU.<\/p>\n

\u201cCity officials are public servants, so in that capacity we have no doubts about that. I think that their right to receive this money has never been denied. The issue is to make that right viable and making it viable, as I said, is not something that happens overnight \u2013 there is a set of procedures,\u201d Secretary- General of the Association of Municipalities of Mozambique Carlos Mucapera said.<\/p>\n

As for revenue collection, Mucapera says that some municipalities in the country capture sufficient revenue to ensure their survival, with less dependence on state funds.<\/p>\n

\u201cWe have municipalities that really have the capacity to collect revenue, which is very positive. However they continue to receive resources from the State Budget. We have several examples, such as the Municipality of Matola, the Municipality of Maputo and many others which succeed. As I said earlier, municipalities are called upon to find solutions to their problems at the local level,\u201d he said.<\/p>\n

The Municipality of Matola, with a budget of around 1,200 million meticais this year, says it is in a position to pay workers based on the TSU. \u201cPayment, through the new Single Salary Table, requires us to use a human resources management system, so we are currently in the process of training all employees in this human resources management system, which will soon be implemented. When training is completed, we will start paying based on the new TSU,\u201d said Ana Maria Alves, Councillor for Finance in the Municipality of Maputo.<\/p>\n

A reflection meeting was held yesterday in Maputo on the revision of the Municipal Finance Law, created 15 years ago.<\/p>\n

The municipalities understand that the time has come to review the legal instrument, considering the number of municipalities currently existing in the country, but also at the percentage of money from the Municipality Compensation Fund that the treasury channels to the municipalities, as well as the formula used to distribute these funds, which considers only the population and area of each municipality in its calculations.<\/p>\n
