Africa-Press – Mozambique. <\/strong><\/span>Hasmane Alfa was 18 when armed men attacked his home village of Quissanga, in Mozambique\u2019s Cabo Delgado province.<\/p>\n

For days afterward, he didn\u2019t know where his father was. \u201cI had to separate from my father to survive. We spent four days without seeing each other. No one knew the whereabouts of the other,\u201d he told VOA\u2019s Portuguese Service.<\/p>\n

Now 21 and living with relatives in Pemba City, Alfa said his only wish was for stability in the region. \u201cThere is a common song among all displaced people: Peace! We want peace and tranquillity and recover the few things we had,\u201d he said.<\/p>\n

[Photo: h2n Association]Alfa is one of 800,000 people internally displaced in Mozambique, according to the U.N., because of a war between extremist insurgent groups and the Mozambican government that began in 2017.<\/p>\n

Many are afraid to go home, fearing that attacks by insurgents or clashes between the rebels and government forces will force them to flee again.<\/p>\n

However, authorities say violence has declined in recent months because of support from foreign forces, mainly Rwandan and southern African troops.<\/p>\n

That, said Mariana Camaroti of the Red Cross in Mozambique, is allowing some people to return home.<\/p>\n

\u201cSince the second half of last year, we have observed that thousands of people have started to return to their home villages in Mocimboa da Praia, [and] Mueda,\u201d said Camaroti.<\/p>\n

\u201cThese people who were living in [internally displaced persons, or IDP] camps or hosted by families faced many challenges in accessing basic services such as health, education, food, clean water and livelihood,\u201d she said. \u201cToday, displaced, they continue to face the same challenges.\u201d<\/p>\n

While the Red Cross and other organizations have stopped short of urging people to return home, several organizations have started projects to assist displaced people in building new lives.<\/p>\n

The Red Cross has provided essential household utensils and farming and fishing equipment, and it has assisted with COVID-19 vaccinations for 1.6 million people in hard-to-reach districts in the north and center of the country.<\/p>\n

Another such organization is AZUL, a consultancy group focusing on social change in Cabo Delgado.<\/p>\n

The group has helped to form what it calls \u201ccommittees of peace.\u201d These committees are groups made up of IDPs and locals of different ages who are trained to promote conflict resolution in their communities. Committees have been created in six IDP camps.<\/p>\n

AZUL also sponsors talent competitions in the camps, to give hope and a little entertainment to IDPs.<\/p>\n

Aly Caetano, AZUL\u2019s association coordinator, said the organization faces challenges. \u201cThe workload of community leaders \u2014 imagine a community leader who has five to six meetings a week with different organizations,\u201d Caetano said. \u201cThere is duplication of effort between different organizations. The third biggest challenge is the lack of resources, particularly in the area of social cohesion.\u201d<\/p>\n

Camaroti of the Red Cross said she agreed that there is a need to constantly monitor the volatile situation in which displaced people find themsleves, and to reallocate resources accordingly.<\/p>\n

Despite various efforts to help those in need, insurgent attacks have not completely stopped, and people\u2019s lives remain in limbo.<\/p>\n

\u201cHumanitarian aid is very much needed to provide emergency assistance to these people and help them start their lives again in the regions of origin, but also long-term assistance so that they can establish themselves and have their own livelihood,\u201d Camaroti said.<\/p>\n
