Africa-Press – Mozambique. <\/strong><\/span>Samora Machel Junior (\u201cSamito\u201d), the son of Mozambique\u2019s first President, Samora Machel, has denounced the shooting of citizens by the Mozambican police, and the \u201cflagrant violations of the integrity of the choices made by the voters\u201d in last week\u2019s municipal elections,<\/p>\n

In an open letter published in Thursday\u2019s issue of the independent newssheet \u201cCarta de Mocambique\u201d, Machel claimed that the police had shot dead four people in the wake of the election in Chiure municipality in the northern province of Cabo Delgado (although earlier reports mentioned only one death).<\/p>\n

\u201cAs a member of the ruling Frelimo Party and of its Central Committee, and with a sense of deep identification with the ideals and history of the party\u201d, said Machel, \u201cI express my total disagreement and contempt for the profoundly anti-patriotic acts which, although undertaken supposedly in defence of the interests of the Frelimo Party, bring discredit on Frelimo in the eyes of the people whom we have sworn to liberate and protect\u201d.<\/p>\n

Those actions during the elections, he warned, \u201ccorrode the democratic process, put national unity in danger, and compromise the peace desired for the Mozambican people, regardless of their political party choices\u201d.<\/p>\n

Machel recalled that Frelimo has \u201ca long tradition of internal democracy\u201d, and was proud to be identified \u201cwith the longings of the people for democracy, social justice and development\u201d. Thus it was \u201clamentable that in key moments of our life such as elections, personal and group interests take priority over the collective will\u201d.<\/p>\n

Municipal elections, Machel said, \u201care an essential pillar of our democracy, because they allow the people to choose their local leaders and governance programmes, in an active exercise of citizenship\u201d.<\/p>\n

But from last week\u2019s elections, \u201creports are reaching us of actions and behavior of members of Frelimo, of members and agents of the electoral bodies, and members of the defence and security forces, which interfere deeply in the integrity of the elections\u201d.<\/p>\n

These actions, Machel said, \u201care contrary to the fundamental values of our party, of the rule of law, and of democracy\u201d.<\/p>\n

\u201cThe actions and behavior we are witnessing\u201d, he added, \u201cundermine the trust that citizens place in our institutions\u201d.<\/p>\n

He called for an \u201cexhaustive investigation\u201d into what had happened during the elections, in order to identify those who were responsible. \u201cThose guilty should, without exception, be taken to court regardless of their political party affiliations\u201d, Machel stressed.<\/p>\n

\u201cIn our democracy, impunity cannot and should not be tolerated\u201d, he declared. He called on the National Elections Commission (CNE) \u201cto use all the instruments and authority at its disposal to guarantee an outcome of these elections that really reflects the choices made by Mozambicans\u201d.<\/p>\n

Machel called on Frelimo to educate its members \u201cabout the importance of respecting democratic principles, the rule of law, and the will of the people as expressed at the ballot box\u201d.<\/p>\n

\u201cOur attitude towards future elections should be guided by ethics and integrity, and not by merely partisan feelings\u201d, he said. Frelimo should not tolerate in its ranks \u201cindividuals who commit acts that are to be condemned\u201d.<\/p>\n

\u201cWe must work tirelessly\u201d, he urged, \u201cto ensure that the vision and fundamental principles of the party are restored and protected\u201d.<\/p>\n

\u201cOur nation and our people deserve a credible, solid and trustworthy democratic system\u201d, Machel concluded. \u201cIt is the responsibility of all of us that Mozambique should advance along the path of democratic progress. Without democracy there is no future for Mozambique\u201d.<\/p>\n

Sa\u0303o actos que corroem o processo democra\u0301tico, po\u0303em em risco a unidade nacional e comprometem a paz que se deseja para o povo Moc\u0327ambicano, independentemente das opc\u0327o\u0303es partida\u0301rias.<\/p>\n

A FRELIMO tem uma longa tradic\u0327a\u0303o de democracia interna, de luta pela independe\u0302ncia, seguida da construc\u0327a\u0303o de uma nac\u0327a\u0303o soberana e agora democra\u0301tica. Sempre nos orgulhamos de ser um partido comprometido com os anseios do povo: Democracia, Justic\u0327a Social e Desenvolvimento.<\/p>\n

E\u0301 lamenta\u0301vel que, em momentos cruciais da nossa vida como sa\u0303o as eleic\u0327o\u0303es, interesses pessoais e de grupo se sobreponham ao desiderato colectivo, pondo em causa o nome do partido Frelimo e da Nac\u0327a\u0303o que um dia ousamos edificar.<\/p>\n

As eleic\u0327o\u0303es auta\u0301rquicas sa\u0303o um pilar essencial da nossa democracia, pois permitem que o povo escolha seus li\u0301deres e programas de governac\u0327a\u0303o locais, num exerci\u0301cio activo de cidadania nas comunidades. Das eleic\u0327o\u0303es do u\u0301ltimo dia 11 de Outubro, chegam-nos relatos de acc\u0327o\u0303es e comportamentos por parte de membros do partido Frelimo, membros e agentes das autoridades eleitorais, elementos das forc\u0327as de defesa e seguranc\u0327a (FDS), que interferiram profundamente na integridade do processo eleitoral; sa\u0303o acc\u0327o\u0303es que va\u0303o na contrama\u0303o dos valores fundamentais do nosso Partido, do Estado de Direito e da democracia.<\/p>\n

Num momento em que a democracia sofre ataques um pouco por todo mundo, as acc\u0327o\u0303es e comportamentos que assistimos, minam a confianc\u0327a que os cidada\u0303os depositam nas instituic\u0327o\u0303es, sobretudo os mais jovens, que acabam na\u0303o vendo futuro no pai\u0301s, na democracia que queremos construir no dia a dia.<\/p>\n

Perante tal estado de coisas, e\u0301 fundamental que se esclarec\u0327a o sucedido, atrave\u0301s de exaustiva investigac\u0327a\u0303o, para identificar os responsa\u0301veis. Sem excepc\u0327o\u0303es, os culpados devem ser levados a\u0300 barra da justic\u0327a, independentemente da sua filiac\u0327a\u0303o partida\u0301ria.<\/p>\n

Na nossa democracia, a impunidade na\u0303o pode e nem deve ser tolerada. Apelamos a\u0300 CNE, guardia\u0303o ma\u0301ximo da integridade dos processos eleitorais, para que use toda a autoridade e instrumentos ao seu dispor para garantir um desfecho desta eleic\u0327a\u0303o que reflita efetivamente as escolhas feitas pelos moc\u0327ambicanos.<\/p>\n

Ao Partido FRELIMO, e\u0301 imperativo que, neste momento, fac\u0327a a educac\u0327a\u0303o e qualificac\u0327a\u0303o de seus membros sobre a importa\u0302ncia do respeito aos princi\u0301pios democra\u0301ticos, do Estado de Direito e da vontade do povo expressa nas urnas.<\/p>\n

A nossa postura em relac\u0327a\u0303o aos futuros processos eleitorais deve ser guiada pela e\u0301tica e integridade, em vez de sentimentos meramente partida\u0301rios. Na\u0303o podemos, nem devemos tolerar nas nossas fileiras indivi\u0301duos que cometeram actos condena\u0301veis, pois a nossa conduta na\u0303o se coaduna com este tipo de postura.<\/p>\n

Devemos continuar a trabalhar incansavelmente para assegurar que a visa\u0303o e os princi\u0301pios fundamentais do partido sejam restaurados e protegidos.<\/p>\n

A nossa nac\u0327a\u0303o e o nosso povo merecem um sistema democra\u0301tico credi\u0301vel, so\u0301lido e confia\u0301vel, e e\u0301 responsabilidade de todos no\u0301s, que Moc\u0327ambique trilhe pelo caminho do progresso democra\u0301tico.<\/p>\n

Estamos comprometidos em fazer tudo ao nosso alcance para restaurar a confianc\u0327a do povo moc\u0327ambicano nos processos eleitorais e assegurar que as pro\u0301ximas eleic\u0327o\u0303es sejam justas e livres.
