{"id":53862,"date":"2024-01-13T21:05:36","date_gmt":"2024-01-13T21:05:36","guid":{"rendered":"https:\/\/www.africa-press.net\/mozambique\/all-news\/security-improves-military-abuses-still-continue"},"modified":"2024-01-13T21:47:59","modified_gmt":"2024-01-13T21:47:59","slug":"security-improves-military-abuses-still-continue","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mozambique\/all-news\/security-improves-military-abuses-still-continue","title":{"rendered":"Security improves, military abuses still continue"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Mozambique. <\/strong><\/span>uman Rights Watch (HRW) said on Thursday that the security situation in northern Mozambique, the scene of rebel attacks since 2016, had \u201cimproved significantly\u201d but pointed to abuses by the military in its annual human rights report released today.<\/p>\n<p>\u201cThe security situation in northern Mozambique has improved significantly, with many displaced people returning to their areas of origin in the districts most affected by the conflict with the armed group linked to Islamic State,\u201d said HRW\u2019s annual report.<\/p>\n<p>The report recalled that the authorities announced the death of the alleged leader of the terrorist group operating in Cabo Delgado, northern Mozambique, last August but that it \u201ccontinues to operate in the districts of Macomia and Moci\u0301mboa da Praia\u201d.<\/p>\n<p>\u201cMembers of the Southern African Development Community Mission in Mozambique [SAMIM] have been implicated in the mutilation and other ill-treatment of the dead in Cabo Delgado,\u201d HRW also stated.<\/p>\n<p>The document noted that the improvement in security conditions on the ground, according to data from the United Nations High Commissioner for Refugees, has allowed 420,000 internally displaced people to return to their areas of origin but warned that \u201cmany more remain displaced due to ongoing violence\u201d.<\/p>\n<p>\u201cAccess to basic needs, including food, water, shelter, healthcare and education continued to be a challenge for many returnees who were faced with massive destruction in their areas of origin,\u201d it pointed out.<\/p>\n<p>HRW also criticised the behaviour of the military in Cabo Delgado, recalling that \u201cmembers of SAMIM were implicated in abuses during their operations\u201d in the northern province of Mozambique.<\/p>\n<p>\u201cIn January, a video appeared on social media showing South African soldiers, who are part of the SAMIM forces, shooting dead bodies in a pile of burning rubble. International humanitarian law prohibits mutilation and other ill-treatment of the dead. The Southern African Development Community (SADC) condemned the acts and announced an investigation but has not yet provided any updates on the investigation,\u201d the organisation wrote.<\/p>\n<p>The organisation also said that the government had authorised the operations of a militia to fight the insurgent groups, \u201ccomposed largely of demobilised soldiers\u201d, which operates \u201cwithout supervision, responsibility or legal mandate\u201d.<\/p>\n<p>The report also focused on the violence related to the local elections on 11 October, which were \u201cmarked by violence and serious irregularities, leading district courts to order a repeat vote or a recount of votes in many municipalities\u201d.<\/p>\n<p>\u201cAfter the elections, police clashed with opposition party members across the country,\u201d said HRW, emphasising the police\u2019s use of \u201cexcessive force\u201d and tear gas \u201cagainst opposition crowds of Renamo [the largest opposition party] supporters\u201d.<\/p>\n<p>\u201cState security forces continued to use lethal force and arbitrary measures, arrest and detention to limit people\u2019s right to peaceful protest throughout the country,\u201d HRW pointed out, recalling the police intervention during the funeral of rapper Azagaia in March, with several arrests, not only in Maputo.<\/p>\n<p>It also said that in the last year, \u201cfreedom of peaceful assembly and association\u201d had been \u201cunder pressure\u201d in Mozambique and that the government submitted a bill on non-profit organisations for parliamentary approval, \u201cwhich would allow excessive government interference in NGOs, including the authority to close down an organisation\u201d, claiming that the legislation was intended to combat money laundering and terrorist financing.<\/p>\n<p>The report also concluded that kidnappings continue to affect Mozambique and that the police \u201care unable to investigate the cases\u201d, with reports of \u201ccomplicity\u201d by officers, lawyers, magistrates \u201cand other figures in the judiciary\u201d, which \u201ccreates weaknesses in the investigation\u201d.<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/mozambique\">Mozambique<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Mozambique. uman Rights Watch (HRW) said on Thursday that the security situation in northern Mozambique, the scene of rebel attacks since 2016, had \u201cimproved significantly\u201d but pointed to abuses by the military in its annual human rights report released today. \u201cThe security situation in northern Mozambique has improved significantly, with many displaced people [&hellip;]<\/p>\n","protected":false},"author":84,"featured_media":53861,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2,3],"tags":[233,281,283],"class_list":["post-53862","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-all-news","category-community","tag-africa-press","tag-africa-press-mozambique","tag-mozambique"],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.1 (Yoast SEO v27.0) -
