{"id":729,"date":"2021-06-13T16:00:20","date_gmt":"2021-06-13T16:00:20","guid":{"rendered":"https:\/\/www.africa-press.net\/mozambique\/?p=729"},"modified":"2021-06-13T16:00:20","modified_gmt":"2021-06-13T16:00:20","slug":"geneva-palais-briefing-note-on-the-situation-of-children-in-tigray-ethiopia-and-cabo-delgado-mozambique","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/mozambique\/policy\/geneva-palais-briefing-note-on-the-situation-of-children-in-tigray-ethiopia-and-cabo-delgado-mozambique","title":{"rendered":"Geneva Palais Briefing Note On The Situation Of Children In Tigray, Ethiopia, And Cabo Delgado, Mozambique"},"content":{"rendered":"<p><strong>AfricaPress-mozambique:<\/strong><em><strong> \u201c<\/strong><\/em>As you will have seen and heard UNICEF, WFP and FAO are extremely concerned about the situation in Tigray region where the risk of famine is imminent, unless food, livelihood assistance and other life-saving interventions continue to be scaled-up, unimpeded access is guaranteed, and hostilities cease.<\/p>\n<p>\u201cUNICEF\u2019s head of nutrition is currently in Tigray and upon leaving, will give a specialized briefing to this Palais on Tuesday<\/p>\n<p>\u201cAnd as you may have heard from UNICEF\u2019s Executive Director: We are seeing \u201cmore young children and babies slide dangerously close to sickness and potential death from malnutrition. UNICEF is working with our partners to provide nutrition, health care and clean water support. However, without humanitarian access to scale up our response, an estimated 33,000 severely malnourished children in currently inaccessible areas in Tigray are at high risk of death. The world cannot permit that to happen.\u201d<\/p>\n<p>\u201cWhile this figure of 353,000 does not meet the threshold needed to trigger a formal famine declaration (20 per cent\u00a0of surveyed population), let\u2019s not play with terminology when people are dying.<\/p>\n<p>\u201cJune is a critical month, as it is when the cereal planting season ends for the year. When I was in Tigray in May \u2026I saw the devastation to crops and cattle. And we rang alarm bells to enable people to plant now so they can have food later in the year. That hasn\u2019t happened. There are many issues, but safe access remains foremost.<br \/>\nAnd we now have the largest number of people classified as being in Catastrophic Food Insecurity conditions in a decade (since the 2010-11 Somalia famine.) And that risks the unnecessary deaths of tens of thousands of children.<\/p>\n<p>\u201cLastly, when we think of famine, we often think of a lack of food. But increasingly the crisis is one not only of food insecurity but also of clean water, sanitation and health care \u2013 especially disease prevention and treatment. Water and sanitation are just as important as food for children and families facing famine and food insecurity.<\/p>\n<p>\u201cUNICEF\u2019s response:<\/p>\n<ul>\n<li>UNICEF, cluster lead agency for nutrition, is scaling up its nutrition response in Tigray across all seven zones, focused on screening and treating children suffering from severe wasting. Since February, 250,000 children under five years of age have been screened for wasting and over 7,000 of them have been admitted for treatment.<\/li>\n<li>UNICEF projects that out of the estimated 56,000 children in Tigray who will need treatment for severe wasting in 2021, 33,000 are expected to be missed if unfettered access is not guaranteed. This can lead to extremely high levels of under-five deaths in the current situation where more than 70 per cent of the health system is no longer providing services. The lack of access also systematically impedes assessments and surveys to better understand the needs and determinants of undernutrition.<\/li>\n<li>UNICEF requires US$10.7 million to provide ready-to-use therapeutic food to children in Tigray and affected neighbouring zones in Amhara and Afar regions. The funding will also enable UNICEF and partners to provide routine medication and scale up life-saving treatment of wasting and counselling of mothers and caregivers on recommended infant and young child feeding practices.<\/li>\n<\/ul>\n<p><strong>***<\/strong><\/p>\n<p><strong>\u201c<\/strong>Let me turn to Mozambique and\u00a0Cabo Delgado.<\/p>\n<p>\u201cAfter the brutal attack took place in Palma in March, there are some 2,000 registered children who have no idea of where their parents are \u2013 or if they are even alive.<\/p>\n<p>\u201cWhat is happening in Cabo Delgado is a children\u2019s crisis\u2013an emergency on top of an emergency \u2013 a deadly cocktail from the impacts of climate change, conflict and COVID-19.<\/p>\n<p>\u201cWomen and children, in particular, are in desperate need of support from the international community \u2013 from safe water to basic sanitation, nutrition, education, and care for both physical and mental wounds. And they need protection.<\/p>\n<p>\u201cMany children have experienced deep trauma. If not addressed, it could become the ingredient for a long, protracted crisis that could quickly spill into other areas.<\/p>\n<p>\u201cPeople in Ibo and Cabo Delgado have barely recovered from the destruction Cyclone Kenneth left in its path in 2019, snatching lives and destroying schools, houses and healthcare.<\/p>\n<p>\u201cWe are hearing stores of alleged killings and maiming \u2013 often in barbaric ways intended to sow terror.<\/p>\n<p>\u201cGirls and women have accounted horrific stories of rape and being subjected to sexual and gender-based violence.<\/p>\n<p>\u201cThere are multiple, unverified reports of boys forcibly recruited into the fighting, and girls abducted to serve as so-called \u201cwives\u201d to militants.<\/p>\n<p>\u201cOver a third of health facilities in Cabo Delgado have been damaged or destroyed. In areas worst affected by the fighting, there are no functioning facilities at all.<\/p>\n<p>\u201cOver 220 schools and multiple water systems have come under attack. If verified that could possibly constitute grave violations against children.<\/p>\n<p>\u201cTargeted assaults by armed groups have displaced a third of the population in Cabo Delgado.<\/p>\n<p>\u201cWhat is so frightening is that we do not have the full picture of what is happening to children because of security and access constraints.<\/p>\n<p>\u201cWe remind all sides in this conflict of their obligation to enable humanitarian access and protect civilians, especially women and children, which is a fundamental obligation under international humanitarian law.<\/p>\n<p><em><strong>\u201cUNICEF is working with the government and partners to respond. But needs are enormous.<\/strong><\/em><\/p>\n<p>\u201cAt least 33,000 children are suffering from life-threatening forms of malnutrition that require specialized care; and with malnutrition projected to increase between now and the end of the year in Palma, Macomia and Quissanga this number will rise.<\/p>\n<p>\u201cOver 300,000 school-age children are displaced and rely on emergency schooling. As in the rest of the country, schools were closed for a whole year in Cabo Delgado because of COVID-19.<\/p>\n<ul>\n<li>\u201cTogether with national, provincial and district authorities, and humanitarian partners UNICEF is:<\/li>\n<li>Getting lifesaving supplies and services to displaced children and families, including those who escaped Palma, and communities sheltering them.<\/li>\n<li>Scaling up and strengthening community-based psychosocial support to children along with referral systems and essential child protection services.<\/li>\n<li>Providing (at least 33,500) severely malnourished children with special therapeutic milks and foods.<\/li>\n<li>Setting up a child rights monitoring, reporting and response mechanism.<\/li>\n<li>But needs are outpacing funds.
