Africa-Press – Namibia. ERASTUS Uutoni, the Minister of Urban and Rural Development, said that he does not comprehend how a local authority can, successfully, manage its affairs with an interim Chief Executive Officer (CEO) acting in that capacity for two or more years.

He is of the view that only when the leaders are strategically placed, can services be delivered effectively.

It is believed that at least 30 percent of Namibia’s local authorities have, or had at some point, an “acting CEO” who acted in that capacity for at least a year.

An “acting CEO” is appointed after the incumbent was suspended or removed.

“The worst part,” said Uutoni, “is that these acting CEOs are chosen from among lower level employees.”

According to him, an acting CEO should be chosen from high level positions “rather than people who are unable to read financial statements or comprehend how a budget looks like”.

Uutoni expressed disappointment with the fact that officials, particularly those in charge of the procurement committees, refuse to inform their respective councils on crucial facts pertaining to municipal procurement.

As a result, unapproved products and services are purchased without council’s knowledge.
