Government Announces Phased Minimum Wage Increases

Africa-Press – Namibia. THE government has announced phased increases to the national minimum wage for security guards, domestic workers and agricultural workers, with all three sectors from 1 January 2026.

According to a media release issued by the Ministry of Justice and Labour Relations, the National Minimum Wage Order provides for gradual wage adjustments to ease the transition for affected sectors, while recognising the important role played by workers, particularly in the security industry.

Under the current framework, effective 1 January 2025, domestic workers earn a minimum of N$12 per hour, agricultural workers N$10 per hour, and security guards N$13.50 per hour. From 1 January 2026, domestic workers’ wages will increase to N$15 per hour, agricultural workers to N$14 per hour, and security guards to N$16 per hour. By 1 January 2027, all three groups will earn a minimum wage of N$18 per hour.

The ministry emphasised that the minimum wage applies strictly to basic hourly pay and excludes payments for tools, equipment, accommodation, travel, bonuses, gratuities, overtime, Sundays or public holidays, night shifts, as well as benefits such as pension and medical aid.

Government has also warned that compliance will be strictly enforced, particularly in public procurement. All public entities will only award contracts to bidders who comply with the national minimum wage requirements, and contracts may be terminated if employers are found to be non-compliant.

The ministry urged all employers to adhere to the new wage regulations and treat workers fairly. The national minimum wage will be reviewed every two years by the Wages Commission. Members of the public have been encouraged to report any cases of non-compliance to the Ministry of Justice and Labour Relations.
