Africa-Press – Namibia. CABINET has approved the accelerated development of the Angola–Namibia (ANNA) Interconnection Project, authorising the Ministry of Industries, Mines and Energy to sign an intergovernmental Memorandum of Understanding with Angola’s Ministry of Energy to help prevent delays in the project’s implementation.
This was announced by the Minister of Information and Communication Technology, Emma Theofelus, during a recent Cabinet briefing. She highlighted that Cabinet had approved the project as a strategic infrastructure investment by the Ministry of Industries, Mines and Energy through NamPower.
The project involves the construction of power transmission infrastructure routed via the proposed Baynes Hydropower Plant in Lower Kunene, linking the Namibian and Angolan electricity networks in north-western Namibia and southern Angola.
“In addition, Cabinet directed NamPower, under the oversight of the Minister of Industries, Mines and Energy to conclude the bilateral Power Purchase Agreement (PPA) and the Project Development Agreement (PDA), in consultation with Attorney—General. Cabinet endorsed the mobilisation of concessional financing through the National Energy Fund (NEF) to cover Namibia’s share of capital costs, in line with NEF mandate to support infrastructure that improves energy access and affordability,” Theofelus said.
The minister also confirmed that Cabinet had endorsed Namibia’s active leadership in driving the ANNA Project and approved its presentation as a flagship initiative at the next Southern African Development Community (SADC) Energy Subcommittee meeting, highlighting Namibia’s role in promoting the project’s regional benefits.
“Cabinet directed the Ministry of Industries, Mines and Energy to expedite all regulatory, statutory, and administrative approvals necessary to ensure the timely implementation of the project,” Theofelus added.
